We regularly discuss the Democratic People’s Republic of Korea’s (DPRK) appalling human rights record with close allies and partners. In August, the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), met the Republic of Korea's Foreign Minister, Yun Byung-se, in Seoul for a wide-ranging dialogue. This included discussion of how the UK and the Republic of Korea could work together to improve the DPRK’s human rights record. In September, I travelled to the UN in Geneva. During this visit, I met the UN High Commissioner for Human Rights, Prince Zeid bin Ra’ad, and raised the human rights situation in the DPRK. While in Geneva, I also addressed the UN Human Rights Council, where I set out the Government’s particular concerns in the DPRK.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1408", "label" : {"_value" : "Biography information for Lord Swire"} } , "answeringMemberConstituency" : {"_value" : "East Devon"} , "answeringMemberPrinted" : {"_value" : "Mr Hugo Swire"} , "dateOfAnswer" : {"_value" : "2015-09-17", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-09-17T14:42:45.773Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2015-09-15", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "North Korea: Human Rights"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent discussions he has had with the (a) UN and (b) South Korean government on human right abuses in North Korea.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4131", "label" : {"_value" : "Biography information for Jim Shannon"} } , "tablingMemberConstituency" : {"_value" : "Strangford"} , "tablingMemberPrinted" : [{"_value" : "Jim Shannon"} ], "uin" : "10269"} , {"_about" : "http://data.parliament.uk/resources/418959", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/418959/answer", "answerText" : {"_value" : "

The Government introduced the Psychoactive Substances Bill before the House on 21 July 2015. This legislation, which makes the sale, import, distribution or manufacture of Psychoactive substances a criminal offence, will apply to both online and offline markets.

The National Crime Agency and the police routinely monitor the unlawful sales of psychoactive substances and take robust action to close UK-based websites where they are found to be committing offences under the Misuse of Drugs Act 1971. Education is a devolved power; as such, this reply concerns schools in England only.

It is for schools to tailor their personal, social, health and economic education (PSHE) programme to reflect the needs of their pupils. We expect teachers to understand how best to create a safe environment for PSHE, so that pupils feel able to discuss and reflect on issues that are important to them. We have provided funding to the PSHE Association to work with schools to advise them in developing their own PSHE curriculum and improve the quality of teaching. This includes signposting schools to high-quality resources.
