Under the provisions of the Private Security Industry Act 2001, the Security Industry Authority (SIA) is responsible for licensing individuals who operate in designated sectors of the private security industry. The SIA has procedures in place to ensure that licences are not issued fraudulently and that private security operatives are 'fit and proper' persons who are properly trained and qualified to do their job. Before issuing a licence, the SIA undertakes checks to verify an individual’s identity, their age, whether they have completed the required level of training and whether they have a criminal record. Since 2012, the SIA has taken action against more than 1,300 licence holders who have used fraudulent qualifications to gain an SIA licence.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1528", "label" : {"_value" : "Biography information for Sir Mike Penning"} } , "answeringMemberConstituency" : {"_value" : "Hemel Hempstead"} , "answeringMemberPrinted" : {"_value" : "Mike Penning"} , "dateOfAnswer" : {"_value" : "2015-06-02", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-06-02T16:08:12.63Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2015-05-29", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Security Guards: Licensing"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what steps she is taking to tackle Security Industry Authority licences being issued fraudulently.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4134", "label" : {"_value" : "Biography information for Kwasi Kwarteng"} } , "tablingMemberConstituency" : {"_value" : "Spelthorne"} , "tablingMemberPrinted" : [{"_value" : "Kwasi Kwarteng"} ], "uin" : "474"} , {"_about" : "http://data.parliament.uk/resources/347442", "AnsweringBody" : [{"_value" : "Department for Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/347442/answer", "answerText" : {"_value" : "
In the calendar year 2014, 792 households were accepted as owed a main homelessness duty to secure accommodation. These statistics are taken from the quarterly P1E forms completed by local authorities in England, which have been published at the following location; This information is not held centrally. However, the English Housing Survey Headline Report, published on 25 February 2015, makes it clear that in most cases, it is the private rented tenant who chooses to end the tenancy.

In 2013-14, 81% of private renters who had moved in the last three years, ended their previous private rented tenancy because they wanted to move; 7% were asked to leave by their landlord or agent; 10% of tenancies were ended by ‘mutual agreement’.
"}

The homelessness legislation in England provides one of the strongest safety nets in the world for families with children and vulnerable people who become homeless through no fault of their own. Since 2010, the Government has invested over £500 million to prevent and tackle all forms of homelessness and this has helped local authorities prevent over 700,000 households from becoming homeless.
"}
