We know of no such representations. The National Planning Policy Framework prioritises the use of sustainable drainage systems (SuDS) in developments where possible. Defra officials have met representatives from leading supermarkets to discuss the use of SuDS and their benefits in retail developments. The National Planning Policy Framework is clear that local planning authorities should plan positively for the creation, protection, enhancement and management of green infrastructure. This is supported by the recently published planning guidance which includes guidance on green infrastructure.<\/p>

The maintenance and promotion of inland waterways is a matter for navigation authorities rather than Government. However, Government provides grant in aid funding to the two largest navigation authorities in England and Wales \u2013 the Canal & River Trust and the Environment Agency.<\/p>

We have noted the report's recommendations and recognise the complex challenges cities face from climate change.<\/p>

Defra published the first National Adaptation Programme (NAP) report last July. This sets out a wide range of actions to developthe UK's resilience to climate change and associated severe weather events. In developing this report, the Government worked with the Core Cities Group (comprising the largest eight cities in England), London Councils and the Greater London Authority to agree the NAP Cities Commitment. We continue to work closely with these cities to support this commitment to action, including through a recent inward secondment to Defra from Newcastle City Council.<\/p>

The Mayors Adapt initiative recently launched by the European Commission under the EU Adaptation Strategy also provides a vehicle through which cities across Europe can network and share their experiences on adaptation.<\/p>

The UK is fully committed to convening a Conference on the establishment of a Middle East zone free of nuclear weapons and all other weapons of mass destruction as soon as possible, in line with the 2010 Non-Proliferation Treaty Review Conference Action Plan. The UN Sustainable Energy for All initiative estimated that in 2010 only 32% of people in sub-Saharan Africa had access to electricity. There is high potential for household scale systems using sustainable and renewable energy such as solar power to increase access to electricity.<\/p>

DFID will match funding for Solar Aid's SunnyMoney appeal in the Guardian Newspaper. This will fund the distribution of portable solar lights through Solar Aid's social enterprise \u2018SunnyMoney Way,' in Zambia, Malawi, Kenya and Uganda. There is a strong consensus in the global scientific community that nuclear energy represents one of the lowest carbon forms of baseload electricity generation.<\/p>

<\/p>

The UN Intergovernmental Panel on Climate Change (IPCC) estimates that the life cycle emissions associated with the generation of electricity from nuclear power groups are 16g CO2<\/sub> per kWh electricity produced. This is very low compared to the equivalent figure for electricity produced by natural gas turbines, which is in excess of 400g CO2<\/sub>/kWh, and similar to the IPCC's estimate for widespread non-baseload form of electricity generation, such as wind.<\/p>

The Parliamentary Office of Science and Technology report \u2018Carbon Footprint of Electricity Generation' states that the operation of the nuclear power station accounts for less than 1% of the total life cycle emissions of nuclear electricity generation.<\/p>

There are no longer any restrictions in Wales, Scotland or Northern Ireland on upland farms contaminated by radioactive fallout from the Chernobyl nuclear accident. The Food Standards Agency (FSA) previously restricted the movement of sheep in certain upland areas to prevent sheep with higher levels of contamination entering the food chain. Over time, controls were removed where the evidence showed they were no longer necessary. All remaining controls were lifted in Northern Ireland in 2000, in Scotland in 2010 and in Wales in 2012. Similarly, the final controls in England were lifted in 2012.<\/p>
