The National Probation Service (NPS) views maturity assessments as a critical component of an offender assessment within a Pre-Sentence Report (PSR) as articulated in Probation Instruction 04/2016: Determining PSR.<\/p>

The NPS has produced maturity guidance to support PSR writers which highlights how to identify low maturity, particularly for young adults aged 18-25 years old. It also provides examples of how report writers can communicate with courts about maturity, offending and sentencing proposals.<\/p>

Between July to September 2020, there were two cases of young adults aged 18 to 25 sentenced to life imprisonment who received a pre-sentence report in England and Wales.<\/p>

It is not possible to give figures for the proportion of young adults aged 18 to 25 sentenced to life imprisonment who received a pre-sentence report, as this would involve a process of matching court record data with probation data and the cost of doing so would be disproportionate.<\/p>

On 8 March, we published the government response to the Judicial Mandatory Retirement Age Consultation, which set out our intention to increase the mandatory retirement age of judicial office holders, including magistrates, to 75. The legislative proposals will be brought forward when parliamentary time allows.<\/p>

The legislation will include a transitional provision to enable retired magistrates who are younger than the new MRA to apply to return to the bench subject to business need. We are not aware of any specific meetings that the Secretary of State for Health and Social Care has had with the Care Quality Commission (CQC) that focussed on its new inspection regime in relation to closed cultures.<\/p>

The Minister of State for Care has regular meetings with the CQC including discussions on closed cultures, as well as on Transforming Care more widely. I met with the CQC on the 29 June 2020 which included discussions around closed cultures.<\/p>

CQC have been making significant improvements in how they understand and identify closed culture services, prioritising these services for monitoring. Live links were extended in the criminal courts under temporary provisions in the Coronavirus Act 2020 and have been used extensively during the pandemic. The feedback we have received from judges and other court users has helped inform the drafting of these replacement provisions in the Police, Crime, Sentencing and Courts (PCSC) Bill.<\/p>

The use of live links in criminal courts is subject to judicial discretion and will only be used where the court is satisfied that it is in the interests of justice, having considered any representations from parties to the proceedings.<\/p>
