For 2020-21, the government has focused on providing early certainty and stability though a fast-tracked Spending Round, ahead of a full spending review next year.

My right hon. Friend, the Chancellor of the Exchequer has announced that for 2020-21 local authorities will have access to £1 billion additional funding for social care, including children’s social care. This is in addition to the continuation of the existing £410 million adult and children’s social care grant. The settlement is the largest increase in core spending power since 2015 and is an estimated increase of 4.4% in real terms.

We are also investing £84 million in targeted, evidence-based interventions to improve the support provided to vulnerable children and their families.

Beyond 2020-21, longer term funding decisions will be taken at the spending review. The government will continue work to make the funding formula fairer and increase the amount of business rates growth which local authorities retain, aiming to implement major reforms in 2021-22.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4530", "label" : {"_value" : "Biography information for Michelle Donelan"} } , "answeringMemberConstituency" : {"_value" : "Chippenham"} , "answeringMemberPrinted" : {"_value" : "Michelle Donelan"} , "dateOfAnswer" : {"_value" : "2020-01-07", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-01-07T16:22:55.05Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2019-12-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Social Services: County Durham"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, with reference to the findings of the Children’s Society in its report entitled Children and young people’s services: Funding and spending 2010-11 to 2017-18, that funding per child and young person has fallen by 32 per cent, if he will provide additional funding for local children’s services in County Durham.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3973", "label" : {"_value" : "Biography information for Grahame Morris"} } , "tablingMemberConstituency" : {"_value" : "Easington"} , "tablingMemberPrinted" : [{"_value" : "Grahame Morris"} ], "uin" : "72"} , {"_about" : "http://data.parliament.uk/resources/1168388", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1168388/answer", "answerText" : {"_value" : "

Advertising in the UK is regulated by the Advertising Standards Authority (ASA), the industry’s independent regulator, which for online advertising enforces the Code of Non-broadcast Advertising and Direct & Promotional Marketing (CAP Code) through a system of self-regulation. The CAP Code incorporates all relevant legislation, and sets standards for accuracy and honesty to which advertisers must adhere, including specific conditions on advertising to children, causing offence and social responsibility.

The ASA has issued guidance to advertisers (https://www.asa.org.uk/resource/children-age-restricted-ads-online.html) on using data and targeting tools to minimise children’s exposure to age restricted or age inappropriate advertising online, including in mobile gaming apps, in order to ensure compliance with the CAP Code.

Last year the government also announced its intention to review how online advertising is regulated in the UK, looking at how well the current regime is equipped to tackle the challenges posed by developments in the market.

The Government is taking unprecedented action to improve safety in prisons. We have recruited over 4,700 more prison officers since October 2016 and we now have the greatest number in post since early 2012. The Challenge, Support and Intervention Plan case management process for prisoners at risk of violence has been mandated for all prisons to help staff to manage violent prisoners and those identified as posing a raised risk of being violent.

We have announced an extra £100 million for security, on top of £70 million we were already spending to make prisons safer, more secure and decent. This is part of the Government’s new £2.75bn investment to modernise and maintain our prisons, create 10,000 additional places, and step up security to stop the flow of drugs and mobile phones. We are equipping officers with PAVA incapacitant spray and body-worn cameras to help prevent serious harm to staff and prisoners when dealing with violent incidents. We are improving perimeter security and introducing new x-ray scanners, drug detection dogs and dedicated search teams, to address the supply of drugs that we know are fuelling much of the violence in custody.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4517", "label" : {"_value" : "Biography information for Lucy Frazer"} } , "answeringMemberConstituency" : {"_value" : "South East Cambridgeshire"} , "answeringMemberPrinted" : {"_value" : "Lucy Frazer"} , "attachment" : {"_about" : "http://data.parliament.uk/resources/1167031/answer/attachment/1", "fileName" : {"_value" : "PQ 7120 Grahame Morris data.xlsx"} , "title" : "Table"} , "dateOfAnswer" : {"_value" : "2019-11-04", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-11-04T16:32:30.607Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2019-10-29", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Prisons: Crimes of Violence"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, how many (a) assaults and (b) serious assaults against other prisoners and (i) assaults and (ii) serious assaults against staff there were at (A) HMP Dartmoor, (B) HMP Dartmoor comparator prisons, (C) all category C prisons and (D) all prisons per 1,000 prisoners in each of the last five years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3973", "label" : {"_value" : "Biography information for Grahame Morris"} } , "tablingMemberConstituency" : {"_value" : "Easington"} , "tablingMemberPrinted" : [{"_value" : "Grahame Morris"} ], "uin" : "7120"} , {"_about" : "http://data.parliament.uk/resources/1167032", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1167032/answer", "answerText" : {"_value" : "
