Confidentiality Agreements are used to protect both Highways England\u2019s information and the information of the other signatory party and are in accordance with typical business practice. Confidentiality Agreements help to avoid placing homes and businesses in unnecessary blight and protect commercially sensitive information and the personal information of those potentially affected by any proposed changes. Highways England does not discuss the existence or otherwise of specific arrangements.<\/p>

The Government is committed to promoting fairness and transparency for leaseholders and freeholders and ensuring that consumers are protected from abuse and poor service. On 27 June, we published the Government response to the technical consultation Implementing reforms to the leasehold system in England<\/em>.<\/p> We have confirmed our commitment to legislate to ensure that in future all new houses will be sold on a freehold basis, with specific exemptions for exceptional circumstances, and to reduce ground rents on future leases to a peppercorn (zero financial value).<\/p> We will also give freeholders on private and mixed-use estates the right to challenge the reasonableness of estate rent charges and the right to apply to the First-tier Tribunal to appoint a new property manager. In addition, we will mandate that freeholders and managing agents must provide leasehold information \u2013 when a home is being sold \u2013 within 15 days and set the maximum fee for providing this information at £200 (plus VAT).<\/p> We will bring forward the legislation to implement these changes as soon as Parliamentary time allows.<\/p>"}

Where there is an indication of criminal activity the boards will involve the police.<\/p> An exception to this is when the individual involved in the breach of security is a teacher. In this case, the Teaching Regulation Agency (TRA), on behalf of my right hon. Friend, the Secretary of State for Education, may investigate allegations of serious misconduct that are referred to it, and can decide to prohibit the individual from carrying out teaching work. Prohibition from teaching has a lifetime effect, but in some circumstances an application to have the prohibition set aside may be allowed after a specified period of time of no less than two years. Where a school dismisses a teacher for serious misconduct, or may have referred had the teacher not resigned, they have a duty to consider referring the matter to the TRA.<\/p>"}
