Eligibility checks are carried out on claims received for exemption from NHS Dental Patient Charges. Where eligibility cannot be verified, patients are asked to confirm their eligibility or to pay the relevant dental charge plus a penalty charge. Patients are, however, able to challenge penalty charges they believe are unjustified.<\/p>
<\/p>
The Department, NHS Business Services Authority and NHS England have recognised the concern that some patients may not be clear on whether they are exempt from charges and has been working to further improve the information available to patients around eligibility. This includes promoting an easy read patient information booklet, creating an online eligibility checker and developing a national awareness campaign.<\/p>"}

Since the start of the year, three adult education budget (AEB) devolution specific workshops between the Mayoral Combined Authorities (MCAs), the Greater London Authority (GLA) and the department have been held. These have focused on making sure alignment between local and national policy objectives. In addition to this the department has established a structured data governance group to manage data issues and has a dedicated relationship manager for each area, to work on day to day operational issues in preparation for AEB devolution.<\/p>
<\/p>
My right hon. Friend, the Secretary of State has also met with the Mayor of West of England Combined Authority on 11 April 2018 and the Mayor of West Midlands on the 27 March 2018, in part, to discuss the progress of devolution of the AEB and future collaborative working between the MCAs/GLA and the department.<\/p>
<\/p>
Devolved AEB for the 2019/20 academic year for each MCA area and the GLA, will be based on the proportion of AEB participation delivery to learners resident in each MCA/GLA area in the 2017/18 academic year. These proportions will be applied to the AEB participation budget for the 2019/20 academic year, excluding any funds for national provision and continuing learners, to arrive at the individual budgets for MCAs and the GLA.<\/p>

Smaller employers that do not pay the apprenticeship levy benefit from co-investment with 90 per cent of training and assessment costs for apprenticeships provided by the government. For the smallest employers, those with fewer than 50 employees, 100 per cent of the cost of training is paid for apprentices who are 16 to 18 years old, 19 to 24-year old care leavers or 19 to 24 year olds with an Education, Health and Care Plan.<\/p>
<\/p>
Through our recent procurement to deliver apprenticeship training to non-levy payers, we awarded hundreds of providers across the country with initial funding totalling around £490 million covering the period from January 2018 - April 2019. In April 2018, we awarded a further £68.6 million to 142 providers, including providers in Barnsley, through these contracts.<\/p>
<\/p>
This means SMEs have a real choice of high quality apprenticeship training provision, no matter where they are in the country or what sector they operate in; helping them to take on more apprentices and help meet their skills needs<\/p>
<\/p>
From May 2018 levy-paying employers will be able to transfer up to 10 per cent of funds to other employers (for example, smaller employers in their supply chain), using the apprenticeship service. The change means that not only will levy-paying employers have more options regarding how they use their levy funds, but that smaller organisations who may have previously felt that employing an apprentice was beyond their reach, will now have the opportunity to do so.<\/p>"}

The Government asks the Low Pay Commission (LPC) to recommend the Apprenticeship National Minimum Wage such that it increases pay of the lowest paid apprentices without damaging their employment prospect.<\/p>
<\/p>
The LPC will be conducting a review of the minimum wage youth rates and the apprenticeship rate structure in light of; changes in young peoples\u2019 participation in work and education, the introduction of the National Living Wage and significant policy changes to apprenticeship policy in England. They are due to issue advice on this matter to Government in Spring 2019.<\/p>"}

We are committed to helping older people acquire basic digital skills as part of our broader strategy to reduce digital exclusion. The UK Digital Strategy, published in March 2017, describes the steps we are taking across government:<\/p>
<\/p>
- Establishing the Digital Skills Partnership. This brings together stakeholders from the private, public and charity sectors to join efforts both nationally and locally to help people increase their digital skills at all levels. It will also build upon the 4 million pledges of free digital skills training opportunities that our corporate partners pledged as part of the Digital Strategy of which more than 2 million have already been delivered.<\/li><\/ul>
<\/p>
- Introducing fully-funded basic digital skills training for adults lacking these vital skills from 2020. Adults will have the opportunity to take improved basic digital courses based on new national standards setting out the basic digital skills needed to participate effectively in the labour market and day\u2013to-day life. We will consult on these new standards in the autumn.<\/li><\/ul>
<\/p>
- Using the 3000 libraries across England to provide a trusted network of accessible locations with trained staff and volunteers, free Wi-Fi, computers, and other technology as well as Assisted Digital access to a wide range of digital public services where individuals are unable to access these services independently.<\/li><\/ul>
<\/p>
These initiatives will build on the significant investment Government already makes in basic digital skills training through the Adult Education offer, the budget for which is being devolved to ensure decisions on skills provision are made at a local level. Government also funds the Future Digital Inclusion programme managed by the Good Things Foundation and delivered through the 5,000 strong Online Centres network. To date this programme has supported over 800,000 adult learners to develop their basic digital skills, many of whom are socially excluded.
<\/p>
The NHS Digital Widening Digital Participation, delivered in partnership with Good Things Foundation, develops projects that enable people in England to improve their digital health skills and to increase their access to digital services and tools that support their health and care. Older people accounted for 71.8% of those reached by funded centres within the programme.<\/p>"}

Schools have autonomy to determine how they tackle teaching pupils about the media. They can help their pupils understand how the media operates through many aspects of the curriculum. Government recognises the importance of helping disabled people to take part in sport and physical activity. The importance of this was featured in 'Sporting Future: A New Strategy for an Active Nation' which was published in December 2015. This emphasised the importance of getting people active, particularly those groups currently under-represented, including disabled people.<\/p>
<\/p>
Sport England\u2019s strategy \u2018Towards an Active Nation\u2019 places a clear emphasis on targeting those who are hardest to reach, including disabled people. As such, they are ensuring that each of their investment programmes impacts directly on disabled people. As an example, the Active Ageing funding, which is part of the Tackling Inactivity programme, includes investment into projects that will target disabled people and people with long term illnesses. All of Sport England\u2019s major capital investments are required to make their facilities accessible. To support designers, building owners and operators create accessible facilities Sport England publishes online tools and guidance.<\/p>
<\/p>
Sport England is also working with National Disability Sports Organisations on the role they can play to support the delivery of \u2019Sporting Future\u2019 in supporting disabled people to take part in sport and physical activity.<\/p>
<\/p>
For the financial year 2017/2018 Sport England invested £1.2 million into the English Federation of Disability Sport, who are now known as the Activity Alliance. This investment is for the Activity Alliance to provide expertise and services in the areas of Marketing & Communications, Research & Insight, and Engaging with disabled people and the disability sector. Also, UK Sport is investing £74.9m over the Tokyo funding cycle, which is over four years (2017-21), into 18 Summer Paralympic sports for Tokyo 2020, an increase of over £2m since Rio 2016.<\/p>"}
