Last year, the Government initiated a discussion on payment methods through a Call for Evidence on Cash and Digital Payments in the New Economy. This sought to gather evidence from industry and the public alike on how changing preferences for cash and digital payments impact on different sectors, regions and demographics.<\/p>

<\/p>

A formal Summary of Responses to this Call for Evidence was published in May 2019. This response set out the Government\u2019s commitment to supporting digital payments, whilst safeguarding access to cash for those who need it. It also highlighted that the Treasury would set up and chair a Joint Authorities Cash Strategy Group, made up of regulators and the Bank of England, to facilitate further co-ordination between the authorities and provide comprehensive oversight of the overall cash infrastructure.<\/p>

<\/p>

The Government-established Payment Systems Regulator (PSR) is closely monitoring developments in ATM provision, including those that are free-to-use. The PSR regulates LINK, the scheme which runs the UK\u2019s ATM network, and has used its powers to hold LINK to account over LINK\u2019s commitments to preserve the broad geographic spread of free-to-use ATMs.<\/p>

LINK has put in place specific arrangements to protect free-to-use ATMs more than 1 kilometre away from the next nearest free-to-use ATM. Free school meals (FSM) are intended as a benefit in kind, rather than a cash benefit, and our primary interest is that schools meet their legal duties to provide nutritious free lunches to eligible children.<\/p>

We trust school leaders to make the best decisions in the interests of their pupils and it is right that they have flexibility around how they deliver FSM.<\/p>

We are, of course, very keen to ensure that all eligible children receive their full entitlement to FSM. We are also interested to hear about new and creative steps schools are taking to support eligible children. It is important that children are claiming their free lunch each day and that schools and colleges operating this system to avoid any risk of children building up significant cash reserves on their accounts or regularly spending their allowances at other times of the day without receiving a healthy lunch.<\/p>

We would not wish to instruct schools to do any specific approach nationally. The Department has made no such assessment. Clinical commissioning groups are responsible for ensuring adequate provision and access to mental health services for their local populations. Following a detailed procurement exercise, Wirral Health and Care Commissioning appointed a new provider for its Improving Access to Psychological Therapies service which commenced in April 2019. The service is available for those over 18 experiencing common mental health problems.<\/p>

Wirral Health and Care Commissioning is also working with local providers to look at areas of transformation needed to reduce the waits and improve patient experience and access in secondary care, for children and young people and adults. This will include crisis care and physical health in serious mental illness.<\/p>
