The Government has not made an assessment of the impact of Brexit uncertainty on job cuts in the UK manufacturing sector. It is clear that the lack of a clear future trading arrangement with the European Union is causing difficulties for companies planning future volumes and production schedules. The Government is determined to give clarity with a deal on the nature of that future trading arrangement agreed as soon as possible.

The Government recognises that the manufacturing sector remains a vital contributor to the economy of the UK, driving innovation, exports, job creation, and productivity growth and we are committed to supporting the sector as the UK exits Europe. Through our modern Industrial Strategy and Made Smarter – our key national industrial digitalisation programme – we are building an economy fit for the future. An increase in control and enforcement capability has taken place in preparation for the UK as a whole becoming an independent coastal state. Control and enforcement is a devolved matter, and devolved administrations are taking their own approach to control and enforcement at levels they feel appropriate for their waters.

In England, the Marine Management Organisation (MMO) and Defra have enacted their plans to improve control and enforcement, enabling greater human and technological resources to be deployed now and when required in future. The MMO approach has included recruitment of additional marine enforcement officers. They are undergoing extensive training to become warranted in enforcement. Their responsibilities will include inspection of vessels and auction halls, surveillance, intelligence gathering, and educating and informing the fishing industry about potential changes to the law. They will focus on applying regulations to vessels, in port and at sea, from any flagged state that enters English waters.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4161", "label" : {"_value" : "Biography information for Lord Gardiner of Kimble"} } , "answeringMemberPrinted" : {"_value" : "Lord Gardiner of Kimble"} , "dateOfAnswer" : {"_value" : "2019-05-10", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-05-10T12:40:35.687Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2019-04-30", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Marine Management Organisation: Recruitment"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government whether they have plans to increase the number of marine enforcement officers in the UK fishing industry after Brexit.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1796", "label" : {"_value" : "Biography information for Lord Taylor of Warwick"} } , "tablingMemberPrinted" : [{"_value" : "Lord Taylor of Warwick"} ], "uin" : "HL15437"} , {"_about" : "http://data.parliament.uk/resources/1111070", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1111070/answer", "answerText" : {"_value" : "

There is no evidence to suggest the small number of current supply issues we are managing are related to European Union exit, or increasing because of it. We have well established processes to manage and mitigate supply issues from whatever cause, including manufacturing or distribution problems.

Leaving the EU with a deal remains the Government’s priority. Under the terms of the Withdrawal Agreement, there will be an implementation period running until the end of 2020, during which there will be no changes to the current trading arrangements with the EU. Therefore, if the Withdrawal Agreement is ratified, the supply of medicines will continue on the same basis it does now during this period.

Leaving without a deal remains the legal default at the end of the extension period if no withdrawal agreement is agreed. We are considering the impact of the EU exit date being extended until 31 October 2019 on our EU exit preparations and are working closely with our stakeholders to review our position.

We are confident that if everyone does what they need to do, the supply of medicines should be uninterrupted in the event that the United Kingdom exits the EU without a deal.

The Government works actively to increase trade between the UK and China, including through our overseas network led by HM Trade Commissioner for China, bilateral working groups, and through the broad support the Department for International Trade provides to UK exporters and to Chinese companies wishing to invest in the UK. Ministerial travel also supports this, and provides the necessary platform to progress market access for British goods and services. The Secretary of State travelled to China five times last year. He secured market access for UK dairy, worth £240m over 5 years, at the Department for International Trade-led Joint Economic and Trade Commission, and led the UK delegation to China’s inaugural International Import Expo in November, where the UK secured over £2bn worth of deals.
