Raising the quality and consistency of social work practice remains a priority for the Department and for Government. We continue to provide local authorities with the tools and resources to enable them to share good practice.<\/p>

Principal Social Workers are now in place in nearly every local authority and a number of National Health Service trusts, responsible for strong practice leadership in their organisations. They are supported by strong national and regional networks, with links to regional Association of Directors of Adult Social Services networks, helping to identify and share good social work practice. A statement on the role and the responsibility of local authorities to appoint a principal social worker in adult social care, has been included in revised statutory guidance accompanying the Care Act, which the Department published on 10 March.<\/p>

The government is committed to raising standards in mathematics to reflect the best practice in the world. The mathematics teacher exchange between England and China has been in place for two years to support this aim. The exchange is facilitated by our 35 Maths Hubs \u2013 school-led centres of excellence in the teaching of mathematics with a role to drive the transformation of mathematics teaching in England. Maths Hubs select teachers to take part in the exchange. Over the past 2 years, the hubs have arranged for 127 teachers from Shanghai to teach in English schools for 3 weeks, and 131 teachers from England to observe teaching practice in Shanghai.<\/p>

<\/p>

The exchange has proved to be an overwhelming success. The network of Maths Hubs is establishing effective mathematics teaching for \u2018mastery\u2019 approaches from south-east Asian countries including China and Singapore.<\/p>

<\/p>

Enhancing pupils\u2019 attainment in mathematics by embedding mastery teaching will raise our standards to match those in the highest performing jurisdictions in the world and challenge pupils to realise their potential in an increasingly competitive global market.<\/p>

The Department for Education uses the Teacher Supply Model (TSM) to estimate the national requirements for the primary phase and each individual secondary subject for the number of postgraduate Initial Teacher Training (ITT) places to meet future demand.<\/p>

The need for additional teachers will not only be met by new entrants to teaching as they only account for about half of all entrants. We are encouraged that the number of former teachers coming back to the classroom has continued to rise year after year \u2013 in 2014 we welcomed back more than 14,100 teachers, up from 11,700 in 2011.<\/p>

<\/p>

We continue to offer a range of generous financial incentives \u2013 including training bursaries of up to £30,000 tax-free \u2013 to trainee teachers in the subjects where there is the greatest need. Between now and 2020, we will invest a total of £1.3 billion in attracting and training new teachers.<\/p>

Last year, the Prime Minister announced a package to improve teaching in Science, Technology, Engineering and Mathematics (STEM) subjects, worth up to £67 million over five years. This will train an additional 2,500 maths and physics teachers, and will improve the skills of a further 15,000 teachers in those subjects. We recently published our consultations on national funding formulae for schools and high needs funding. A national funding formula will put an end to currently unfair arrangements where children with the same needs attract different amounts of money simply because of where they live. We believe that the national funding formula should target funding to pupils who are likely to face additional barriers in realising their potential and are proposing to include additional needs factors including for English as an additional language. For pupils with special educational needs (SEN), we propose that mainstream schools should continue to be responsible for the first £6,000 of costs in respect of each of their pupils with SEN, and receive top-up funding from the local authority for costs in excess of £6,000. Local authorities reported that they will allocate £750m to primary and secondary schools in 2015-16 in the form of top-up funding for pupils with SEN.<\/p>

Under current local funding formulae, the total amount allocated to school budgets in relation to pupil mobility is £24m for 2015-16 and for English as an additional language, it is £267m.
