Under an Agency Agreement with DECC, HSE leads on the regulation of the public safety aspects of DECC-owned legislation associated with the generation, transmission, distribution and supply of electricity - the Electricity Safety, Quality and Continuity Regulations 2002 (ESQCR). ESQCR 2002 apply only to Great Britain. There is a separate legislative framework in Northern Ireland, the Electricity Safety, Quality and Continuity Regulations (Northern Ireland) 2012, that are enforced by HSENI.<\/p>

<\/p>

These regulations place duties on companies involved in electricity generation and distribution to take proactive measures to advise the general public, including children and young people, of the hazards associated with power lines, and to educate them on how to avoid danger. There are no regulations in this area specifically targeted at children and young people.<\/p>

<\/p>

HSE holds regular meetings with the Energy Networks Association (ENA) that represent the distribution network operators (DNOs) for electricity and gas in the UK. These meetings are to encourage and support the industry\u2019s health and safety management including compliance with ESQCR. HSE also has on-going regulatory contact with the individual DNOs to the same affect.<\/p>

Under the Care Act 2014, local authorities must promote wellbeing when carrying out any of their care and support functions in respect of a person. This is sometimes referred to as \u201cthe wellbeing principle\u201d because it is a guiding principle that puts wellbeing at the heart of care and support. The definition of wellbeing includes physical and mental health and emotional wellbeing.<\/p>

The Improving Access to Psychological Therapies Programme, introduced in 2010, offers patients routine NICE approved talking therapies for the treatment of common mental health disorders including anxiety and depression. The programme aims to provide access to at least 15% of those who require treatment by March 2015 (data available July 2015). The recently published government guidance on cyber security for small businesses encourages companies to consider insurance as part of their approach to managing cyber risk. Cyber insurance is a rapidly developing area with government and the insurance sector publishing a joint report on tackling cyber risks on 23 March 2015. A key component of that report is an agreement that participating insurers will include Cyber Essentials accreditation as part of their risk assessment for small and medium businesses.<\/p>

Through the Community Right to Bid, introduced as part of the Localism Act 2011, communities and local groups can protect local assets, such as parks, playing fields and allotments, by nominating them to be listed by the local authority as an Asset of Community Value. If the listed asset comes up for sale, local community groups can \u2018pause\u2019 the sale for a period of time in order to raise the finance to make a bid to buy it.<\/p>

In February, the Department held a green spaces seminar to explore barriers to pursuing innovative solutions to protecting green spaces and to consider what actions central government might usefully take to help remove some of these. The National Trust attended this seminar and presented the approach they are exploring in partnership with Sheffield City Council to create an endowment fund for the city\u2019s parks.
