Universal Credit, which is replacing six legacy benefits, provides a single earnings taper rate to ensure claimants are better off working and working more. DWP\u2019s recently published Universal Credit Full Service Survey found an increase in earnings for those in work and on Universal Credit by an average of £600 per year. Additionally, our Universal Credit employment impact analysis (published in September 2017) found that people on Universal Credit are four percentage points more likely to have been in work than JSA claimants<\/p>

At Autumn Budget 2018, we recently announced a £1000 increase in work allowances from April 2019, which will provide a £630 boost for households with children, and for people with disabilities.<\/p>

It is important that appeals are heard as quickly as possible. The Ministry of Justice recognises that there are delays in the system and is in the process of recruiting extra judicial office holders to help deal with this. In the Social Security and Child Support (SSCS) jurisdiction, which is the part of the tribunal system which deals with personal independence payment appeals, 225 new medical members have already been appointed and 119 disability-qualified members have recently been recruited. The SSCS jurisdiction will also benefit from the fact that 250 fee-paid judges and 100 salaried judges are being recruited across tribunals more widely. In addition, we have recently launched a new digital service to enable speedier processing of appeals and provide a better service for all parties to the proceedings. The Department for Work and Pensions (DWP) is committed to reducing benefit fraud across all benefits administered by or on behalf DWP.<\/p>

<\/p>

DWP\u2019s key focus is on preventing potential benefit fraud before it occurs. Internal and external data matches are increasingly helping inform benefit payments and alerting staff to check for any undeclared changes in people\u2019s circumstances.<\/p>

The Department\u2019s Risk and Intelligence Service uses data and analytics to identify fraud and uses that information to direct investigations. The Department is investing significantly in this area, which will enhance its future risk assessment capability.<\/p>

DWP takes effective action against people who commit benefit fraud. This includes the use of tough financial penalties referred to as administrative penalties and where appropriate prosecution. Work coaches will signpost claimants to additional help from other agencies if they need it, including advice on managing their personal finances. This includes the Money Advice Service that offers a free and independent service to help people make informed choices on all issues to do with money.<\/p>

Universal Credit, which is replacing six legacy benefits, provides an enhanced level of personalised support as people receive tailored support managed through personal work coaches.<\/p>

As part of the Universal Support package Personal Budgeting Support (PBS) is offered to Universal Credit claimants from the outset of their claim. PBS helps claimants as they transition to Universal Credit and adapt to the financial changes that Universal Credit brings, such as managing their money on a monthly basis and paying their bills on time.<\/p>

PBS face to face services are currently offered through Local Authorities via Universal Support delivered locally. Policing is a devolved matter and the PSNI\u2019s main budget is allocated by the Department of Justice from the Northern Ireland block grant, through the Policing Board. Operational policing matters are a matter for the Chief Constable, with whom I maintain regular contact.<\/p>

The UK Government has provided the Police Service of Northern Ireland with additional security funding in order that they can tackle the SEVERE and enduring threat from Northern Ireland related terrorism.<\/p>

Ministerial responsibility for the National Crime Agency sits with the Home Office. In Northern Ireland, the Northern Ireland Policing Board has a statutory duty to monitor the exercise of the functions of the NCA in Northern Ireland and has a Memorandum of Understanding with the NCA to support this. By setting long term ambitions for 2040 and 2050, the Government has sent a clear signal for the UK\u2019s direction of travel to provide industry and consumers with certainty on the transition to zero emission vehicles. The Government\u2019s Road to Zero strategy, published in July, set out that by 2030 we want to see at least 50% and as many as 70% of new car sales being ultra low emission, alongside up to 40% of new vans. We expect this transition to be industry and consumer led, supported in the coming years by the measures set out in the Road to Zero strategy.<\/p>

<\/p>

There is significant uncertainty over some of the key drivers of the transition \u2013 including battery technology and new mobility services. The Government will be actively tracking market developments, looking at key factors such as uptake of Ultra Low Emission Vehicles, deployment of infrastructure, and consumer issues.
