The Government works with local authorities and the Waste and Recycling Action Programme (WRAP) to provide advice and promote best practice among local authorities on waste and recycling. The UK recycling rate has increased from 11% in 2000 to 44.9% in 2014. This progress is thanks in large part to the hard work of local authorities and householders to recycle more.

Greater consistency in local authority recycling – taking account of best practice – in particular has potential to increase recycling rates further. I have asked WRAP to work with an Advisory Group of waste stakeholders, to look at the benefits and opportunities from having greater consistency in the materials collected and collection systems to enable local authorities to recycle more, and to make it easier for householders to put the right materials in the right bin. This work will seek to improve the quality and quantity of materials recycled and to deliver value for money for local authorities. This not only includes opportunities for local authorities, but also what actions can be taken by waste producers and reprocessors to support greater consistency and increased recycling.

In November 2012, the Department for Communities and Local Government announced the successful bidders to the Weekly Collection Support Scheme. In nearly all cases, the 81 local authorities in receipt of the fund used their allocations to improve local recycling services for residents while protecting weekly collections of residual waste. The funding allocated was as follows:

2012/13: £49.0 million
2013/14: £98.9 million
2014/15: £69.6 million

In March 2015, the Department for Communities and Local Government announced the successful bidders to the Recycling Reward Scheme. In all cases, the 41 local authorities in receipt of the fund used their allocations to reward residents for reducing, reusing, or recycling their household waste. The funding allocated was as follows:

2014/15: £6.1 million
2015/16: £5.0 million

In addition, from 2011-2013, the Department for the Environment, Food and Rural Affairs allocated £1,427,059 through its Reward and Recognition Fund to 25 unique organisations or partnerships, most involving local authorities, to deliver 31 schemes that sought to reward or recognise people for adopting positive waste behaviours.

The UK is compliant with EU legislation for nearly all air pollutants but faces significant challenges in achieving nitrogen dioxide (NO2) limit values.

The national air quality plan for NO2, published in December last year, sets out a comprehensive approach for meeting the air quality challenges by implementing a new programme of Clean Air Zones, along with the Ultra Low Emission Zone in London. The plan combines targeted local and national measures, forming part of a wider approach that exploits new and clean technologies, such as electric and ultra low emission vehicles.

The Government has committed over £2 billion since 2011 to increase the uptake of ultra low emission vehicles, support green transport initiatives and support local authorities to take action.
