The Government implemented a new Victims\u2019 Code in December 2013. The Code entitles victims to make a Victim Personal Statement (VPS), which gives the victim a stronger voice in the criminal justice system by allowing them to describe the impact the crime has had on them. <\/strong><\/p>

The Ministry of Defence (MOD) does not hold this information.

We attach considerable importance to minimising the risk of Service personnel becoming homeless on leaving the Armed Forces, and go to considerable lengths to prevent this, for example through the provision of targeted housing advice during resettlement and, since April of this year, the Forces Help to Buy scheme.

To date, the MOD has committed over £1.3 million of the £35 million LIBOR fines in support of homeless and vulnerable veterans, and hopes to announce further funding in support of homeless hostels, drawing on the £40 million Veterans Accommodation Fund.

The Department for Education collects data on the reasons for which children have been placed in secure children\u2019s homes. There are three categories: those that have been detained or sentenced by the criminal courts; those placed in a criminal justice context and those placed on \u2018welfare grounds\u2019 under the Children Act 1989 (the Act). On 31 March 2014 there were 104 children placed in Secure Children\u2019s Homes across England and Wales on welfare grounds. Within this latter category, we do not hold data that allows us to determine whether each child has been convicted of a crime.<\/p>

The UK is regarded as a world leader in its work to tackle forced marriage. The Prime Minister hosted the UK\u2019s first Girl Summit in July 2014, to build on current efforts and rally a global movement to end early and forced marriage, and FGM in a generation. The UK Government made commitments to act domestically and internationally, including promises to improve the police response, increase support available to those affected, and strengthen community-led prevention. Our work to repatriate victims is a key element of our work to end forced marriage.

Before paying for the repatriation of a victim of forced marriage back to the UK, the Foreign and Commonwealth Office takes every step to ensure there are no other means of obtaining funds from relatives or friends who may be willing to transfer money or purchase a ticket back to the UK. Only in exceptional circumstances and after other means of obtaining the funds have been exhausted will a discretionary loan be made available, which must be repaid at a later date.

Where it has been demonstrated that all possible avenues of funding have been exhausted and there is a clear inability to enter into a loan agreement (normally due to a victim being underage or not having sufficient mental capacity to sign an agreement), the FCO can provide limited financial support. The new Maritime Reserves online application facility went live on 4 June this year. They have received more than 280 applications through this route to date but none of the applicants has yet been allocated to training. For the Royal Auxiliary Air Force, the average times are 109 days for Officer applicants and 134 days for other ranks.

For members of the Army Reserve who enlisted in August 2014, the average length of time between application and enlistment was 251 days. The Army aims to reduce this timescale considerably and has recently made changes to enable applicants to join the Army Reserve as quickly as possible. These include changes to the medical process; increasing capacity at assessment centres; and simplifying and streamlining applications by removing an interview stage for Reserve soldier candidates. In 2012-13, the most recent year for which we have this information, there were 838,026 incidents of domestic abuse, which covers both physical and
non-physical abuse, recorded by the police. Data for incidents in which the police took no further action are not collected by the Home Office.

The latest data from the Crown Prosecution Service show that the volume of domestic violence referrals from the police rose to 103,569 in 2013-14 from 2012-13 which is the highest level since CPS recording began. 72,905 (70.4% of these referrals) were charged, the highest volumes and proportions since CPS recording began in 2007-8. The volume of prosecutions completed in 2013-14 rose to 78,071 - a rise of 7,369 prosecutions(10.4%) from 2012-13. The volume of convictions reached 58,276 - a rise of 5,727 convictions (10.9%) since 2012-13.

In September 2013, the Home Secretary commissioned Her Majesty\u2019s Inspectorate of Constabulary to undertake a comprehensive review on how the police deal with domestic violence and abuse because she was concerned that the response is inadequate.

Their report, published in March 2013, exposed significant failings, including unacceptable variations in charging perpetrators of domestic abuse with
criminal offences. In response to that report, the Home Secretary established a National Oversight Group, which she is chairing, to drive delivery against HMIC\u2019s recommendations. The Home Secretary also wrote to chief constables making it clear that every police force must have a domestic abuse action plan in place by September 2014.<\/p>

The Government implemented a new Victims\u2019 Code in December 2013. One of the code\u2019s key entitlements is for victims to make a Victim Personal Statement (VPS), setting out the consequences of the offence on them. This gives victims a stronger voice in the criminal justice system.<\/p>

<\/p>

We have also made a commitment that next year we will introduce a new law that will set out in statute key entitlements for victims previously set out in the Victims' Code. This will include the right to make a personal statement and ask to read it aloud in court.<\/p>

<\/p>

In the Crime Survey for England and Wales (CSEW), victims are asked a range of questions on the VPS, which includes whether they felt their VPS was taken into account in the criminal justice system. We will look to use this data in monitoring criminal justice agencies\u2019 compliance with their duties on the VPS, as set out in the Victims' Code.<\/p>

The Government has not made an assessment of the effect the VPS scheme has had on sentencing decisions. The VPS helps the sentencing judge to consider any harm which the offence has caused when determining the seriousness of any offence and the appropriate penalty to be imposed.<\/p>
