The Home Office is currently unable to confirm the total cumulative cost to public funds to date of the e-borders system, but we will be able to do this once the binding arbitration following the termination of the contract with Raytheon Systems Limited is complete.
The work of e-borders has been absorbed into the Border Systems Programme. By the end of this Parliament, Border Systems will:

The Government is committed to reintroducing exit checks. By April 2015, comprehensive exit checks will apply on scheduled, commercial air, sea and rail routes.
We are working collaboratively with carriers and port operators to identify the least burdensome way of delivering exit checks \u2013 we aim to use existing arrangements, including Advance Passenger Information, where possible, supplemented with embarkation checks at ports where necessary.<\/p>

Responses to the consultation were received from from statutory organisations, charities, private companies and individuals.<\/p> <\/p> A competition to appoint a provider to design and build the Secure College pathfinder was launched under the Ministry of Justice's Strategic Alliance Agreement Framework in January 2014. Tenders were submitted by four bidders and Wates has been selected as the preferred bidder.<\/p> <\/p> The Criminal Justice and Courts Bill, currently before this House, will create the statutory framework for Secure Colleges and a separate competition to appoint an operator for the Secure College pathfinder is due to commence in 2015.<\/p> <\/p>"}

Their headline assessment was \u201cPresidential elections administered in line with the law, in an environment falling short of constitutional principles\u201d. We followed the presidential election closely and staff from our Cairo Embassy took part in the EU's Electoral Observation Mission. The EU Observation Mission will issue its full report in due course.<\/p> The EU Observation Mission reflected concern about the Egyptian public's ability to express political dissent and exercise freedom of speech or association. The Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague), raised these concerns in the run up to the elections with his Egyptian counterpart, most recently on 14 May, and in a statement on 3 June. We look to President Sisi to take steps to implement the rights contained in Egypt's constitution by opening up political space, especially with regard to freedom of expression and association.<\/p>"}

], "answer" : {"_about" : "http://data.parliament.uk/resources/65839/answer", "answerText" : {"_value" : " The EU has made considerable efforts to support political transition in Egypt since 2011, through its European Neighbourhood Policy and \u201cSupport for Partnership, Reforms and Inclusive Growth\u201d (SPRING) funding.<\/p> In their report on the 2014 European Neighbourhood Policy (ENP) package, \u2018Neighbourhood at a Crossroads: Taking Stock of a Year of Challenges' issued in March 2014, the European External Access Service and Commission found that no significant progress had been made towards the current ENP action plan in 2013 and most of the recommendations made in last year's report were still relevant. It found that Egypt needed to make improvements in key areas, such as to ensure the constitution is implemented with full respect for human rights, create conditions for an active civil society, and ensure the protection of women's rights and gender equality. Since this report the EU also provided an Election Observation Mission to monitor Presidential elections in May 2014.
