The UK takes the security and resilience of critical infrastructure seriously. Each Critical National Infrastructure (CNI) sector has a Lead Government Department responsible for working with owners and operators to identify and mitigate risks to their sites. They are also supported by the National Cyber Security Centre and the National Protective Security Authority who provide expert advice and guidance to both public and private organisations to identify risks and vulnerabilities to the UK\u2019s national infrastructure.<\/p>

As set out in the Integrated Review Refresh, China under the Chinese Communist Party (CCP) poses an epoch-defining challenge and an economic threat to a range of government policy areas, including CNI. We very recently published a detailed impact assessment of a long list of actions considered for inclusion in the Environmental Land Management schemes. Actions were rated against a large number of ecosystem services and their impact on food production. An executive summary is attached.<\/p>

We have provided information on the potential impact of our farming reforms. For example, the farming evidence compendium was most recently updated in September 2022 and the Agriculture in the UK Dashboard was published in November 2023. These set out the contribution of Direct Payments to Farm Business Income, including analysis by sector, location in England and type of land tenure.\u2019<\/p>

<\/p>

We also publish regular statistics on farm profitability, agricultural productivity and food production, including a recent statistical publication (attached) looking at how Farm Business Income has changed since the start of the agricultural transition. This publication also provides an overview of changes to the Basic Payment Scheme and agri-environment payments.<\/p>

As part of the agricultural transition, we monitor baskets of relevant metrics to maintain insights into general sector trends. The Government has recently committed to producing an annual Food Security Index to capture and present the key data to monitor food security.<\/p>

On the 22nd of March 2024 Fitch returned the UK\u2019s rating to AA- with a stable outlook, meaning all three major credit ratings agencies now indicate that the UK has a stable outlook.<\/p>

This is further evidence that the economy is turning a corner. Inflation has fallen from over 11% to 3.4% and is forecast to fall back to target in a few months\u2019 time. The economy has grown so far this year, with growth forecast to pick up both this year and next. Debt is falling in the final year of the forecast, meeting our fiscal rules.<\/p>

Underlying demand for the UK\u2019s sovereign debt remains strong and is supported by a generally well-diversified investor base. All food and drink products imported into the UK, including those from countries we have trade agreements with, must comply with the UK\u2019s import requirements and standards. The independent Trade and Agriculture Commission concluded that our Free Trade Agreements with Australia, New Zealand and CPTPP are consistent with the maintenance of UK statutory protections in relation to animal and plant health, animal welfare and the environment.<\/p>

Energy prices have fallen significantly since winter 2022-23, and the Quarter 2 2024 price cap of £1,690 has fallen by nearly 60% since the Quarter 1 2023 price cap peak. Despite this, the Government has committed to supporting households in 2024-25, with a further cut to National Insurance contributions down to 8%, an increase to benefits of 6.7%, and the largest increase to the National Living Wage.<\/p>
