I announced at a speech in June at Policy Exchange a series of measures to make the Civil Service more attractive to external candidates. This included when recruiting for senior roles in the Civil Service the default position is that all recruitment must operate externally by default. This means vacancies at this level must be advertised both to applicants internal and external to the Civil Service on openly available websites to allow for all those interested in the role, including in the private sector, to apply. I announced that roles will be advertised on a broader range of openly available job boards with simplified job advertisements.<\/p>

National Highways have a legal duty to achieve compliance of NO2<\/sub> levels on their roads in the shortest possible time. Part of this duty was to review new technology and research.<\/p>

The speed trial was one of these pieces of research undertaken by experts from Connected Places Catapult, supported by consultation and joint working with leading experts in emission measurements and modelling at TNO in the Netherlands between May 2017 and January 2019, and TU Graz in Austria.<\/p>

Findings of National Highways\u2019 research have been presented to the Dispersion Modellers User Group (DMUG) and ITS(UK) Smart Environment Interest Group and is published on National Highways\u2019 website.<\/p>

The speed trial implemented in 2021 was a way to understand if this research would work in real world conditions. The complex analysis of all the data collected on the M1 trial is currently being analysed and a report on the conclusions of the M1 speed trial will be published shortly.<\/p>

My officials regularly liaise with representatives of the motor insurance industry and discuss issues as they arise. However, it is the responsibility of individual motor insurers to set their premiums and the terms and conditions of their policies, and the Government does not intervene or seek to control the market.<\/p>

That said, analysis suggests that leaving the EU and removing the impacts of the Vnuk decision from UK law, is likely to have saved motorcar policyholders an increase of around £50 in their premiums.<\/p>
