The UK Government is committed to the eradication of all forms of modern slavery, forced labour and human trafficking globally by 2030, in line with UN Sustainable Development Goal 8.7. The Home Office and Foreign Office work closely to combat modern slavery internationally and to engage governments in dialogue, including countries of origin for victims of modern slavery.

In addition to engagement, the UK has committed £200 million in UK aid to tackle modern slavery. This supports a range of interventions, such as the commitment of £5 million to a programme in Nigeria and £3 million to Vietnam through the Home Office Modern Slavery Fund to prevent modern slavery and build capacity to tackle it at source. HMG also agreed a Memorandum of Understanding on Cooperation in Countering Human Trafficking with the Vietnamese government in 2018.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4399", "label" : {"_value" : "Biography information for Victoria Atkins"} } , "answeringMemberConstituency" : {"_value" : "Louth and Horncastle"} , "answeringMemberPrinted" : {"_value" : "Victoria Atkins"} , "dateOfAnswer" : {"_value" : "2019-09-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-09-05T16:25:11.307Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2019-09-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Human Trafficking: Nigeria"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what discussions she has had with the Foreign Secretary on the trafficking of people between the UK and Nigeria; and if she will make a statement.", "registeredInterest" : {"_value" : "true", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/360", "label" : {"_value" : "Biography information for Lord Coaker"} } , "tablingMemberConstituency" : {"_value" : "Gedling"} , "tablingMemberPrinted" : [{"_value" : "Vernon Coaker"} ], "uin" : "284661"} , {"_about" : "http://data.parliament.uk/resources/1138158", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1138158/answer", "answerText" : {"_value" : "

The Government is committed to providing victims of modern slavery with the support they need by ensuring the effectiveness of the National Referral Mechanism (NRM). The NRM - our system for identifying and supporting victims of modern slavery - operates as a bridge; it lifts someone out of a situation of exploitation, provides them with a period of intensive support, and then puts them on the road to recovery.

In October 2017, the Government announced an ambitious package of reforms to the NRM, which were developed following extensive stakeholder consultation. These reforms focus on ensuring the NRM is effective in delivering what victims want: quicker and more certain decision-making that stakeholders and victims have confidence in; improved support for adult victims before, during and after the NRM; improved identification of victims; and improved support to child victims of modern slavery. More information on the NRM reform is available here: https://www.gov.uk/government/publications/national-referral-mechanism-reform/national-referral-mechanism-reform

The Government continues to cooperate with stakeholders as the reforms are being implemented to ensure that the NRM is effective in identifying and supporting victims of modern slavery.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4399", "label" : {"_value" : "Biography information for Victoria Atkins"} } , "answeringMemberConstituency" : {"_value" : "Louth and Horncastle"} , "answeringMemberPrinted" : {"_value" : "Victoria Atkins"} , "dateOfAnswer" : {"_value" : "2019-06-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-06-26T15:52:49.8Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2019-06-18", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Slavery: Victim Support Schemes"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what recent assessment he has made of the effectiveness of the national referral mechanism.", "registeredInterest" : {"_value" : "true", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/360", "label" : {"_value" : "Biography information for Lord Coaker"} } , "tablingMemberConstituency" : {"_value" : "Gedling"} , "tablingMemberPrinted" : [{"_value" : "Vernon Coaker"} ], "uin" : "266087"} , {"_about" : "http://data.parliament.uk/resources/1130929", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1130929/answer", "answerText" : {"_value" : "

We have interpreted ‘sexual exploitation of children’ as child sexual abuse offences, as sexual exploitation of children is not specifically defined in legislation. The Ministry of Justice has published information (https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/804510/HO-code-tool-principal-offence-2018.xlsx) on the number of defendants found guilty of child sexual abuse offences and average custodial sentence lengths, however it is not possible to identify the nationality of the defendant as this information is not held in the courts proceedings database. Additionally, centrally held court and prisons data does not distinguish online child sexual abuse offences from all child sexual abuse offences. Information on offences that involve online sexual exploitation of children may be held on record, however to identify these records would be at a disproportionate cost. I have made no assessment of sentencing for offences relating to the online sexual exploitation of children. Sentencing in individual cases is a matter for the Courts, who must follow any relevant guidelines produced by the Sentencing Council for England and Wales. The Sentencing Council has a duty under section 128 of the Coroners and Justice Act 2009 to monitor the operation and effect of its guidelines. Child sexual abuse is abhorrent and rightly carries tough sentences including life imprisonment for the most serious offences. The Sexual Offences Act 2003 provides a range of offences with robust sentences to tackle the scourge of child sexual exploitation in all its forms.
