We have improved air quality significantly over recent decades and the UK currently meets the EU limit values for almost all pollutants. We have consulted on our draft revised air quality plans for nitrogen dioxide (NO2<\/sub>), which set out a range of local, national and international actions to lower levels of harmful emissions and are currently analysing all of the responses received. By the end of the year we will submit the finalised plans to the European Commission outlining how the UK will meet the EU limit values for NO2<\/sub> including those of 40 micrograms of NO2<\/sub> per cubic metre in the shortest possible time.<\/p>"}

The Government monitors a variety of sources to monitor the level of late payment debt. We are not able to assess the direct effect of the Prompt Payment Code on any individual sector.<\/p>
New transparency measures will allow us to monitor the payment performance of signatories. Through powers in the Small Business, Enterprise and Employment Act 2015 the Government will introduce a new reporting requirement on the UK\u2019s largest companies \u2013 including many Code signatories - to report on their payment practices and performance. We plan to introduce this next year, and the Code will make full use of this new information. From next year small and medium-sized Code signatories will also report on their payment performance directly to the Code. Small and medium-sized companies will report, on an annual basis, on a comply or explain basis.<\/p>"}

The bank referral scheme is not yet up and running but the Government is committed to delivering this policy which will help small and medium sized enterprises access the finance they need to grow and expand.<\/p>
Since the Government announced the Finance Platform policy at Budget 2014 significant progress on implementation has been made. The Government has consulted, passed primary legislation and is now close to making secondary legislation.<\/p>
The British Business Bank is currently undertaking a due diligence process on Finance Platforms that have expressed an interest in becoming designated and will advise HM Treasury on designation in the Spring; with the policy expected to \u2018go live\u2019 later in 2016.<\/p>"}

This government believes that all children and young people in care should be provided with the support that they need in order to fulfil their potential.<\/p>
That is why we require local authorities, as corporate parents,to fulfil a legal duty to promote the educational achievement of the children they look after, including supporting them to progress into further and higher education.All local authorities are required to appoint a Virtual School Head to ensure that that duty is discharged, and that each looked-after child has a personal education plan which sets out how their aspirations and educational needs, particularly around transition points, will be supported in the short and longer-term.<\/p>
In addition, the government provides enhanced pupil premium funding of £1,900 each year for pupils who have been looked-after and we also ensure that looked-after children are given priority in school admission arrangements. Looked-after children and care leavers are also a priority group for receiving the 16-19 Further Education Bursary of £1,200 per annum.<\/p>
For care leavers, local authorities must offer a personal adviser and a pathway plan if they are in education or training up to the age of 21 or up to 25 if they wish to resume their education and training. Care leavers who pursue a recognised course of higher education are also entitled to a one-off £2000 bursary, given by their local authority, as part of the package of support they receive on leaving care.<\/p>"}

University technical colleges (UTCs) harness students\u2019 talents, offering them technical learning alongside GCSEs and A levels, and providing them with knowledge and skills which employers value. Since 2012, the Department has provided nearly £19 million to improve the provision of stem cells in the United Kingdom for all people. This funding has enabled the recruitment of over 75,000 young male donors who are more likely to be able to donate bone marrow and we continue to expand the pool of young male donors.<\/p>
The stem cell improvement programme has directly addressed the difficulty faced by patients from the Black, Asian and Minority Ethnic (BAME) community and those with mixed ethnicity through targeted recruitment. The Department also continues to support the work of the National BAME Transplant Alliance. The programme has also funded the collection of umbilical cord blood samples, which has a specific target to achieve 40% of samples come from BAME and mixed ethnicity births.<\/p>

The following table shows the number of Foreign National Offenders (FNOs) who have been convicted of a criminal offence and sentenced to a period of imprisonment and subsequently referred to Immigration Enforcement for consideration of removal action.<\/p>
Whilst we aim to deport foreign national offenders at the earliest opportunity not all of those referred to the Home Office will meet the deportation threshold, some may later be confirmed as British or exempt from Immigration Control and some will be successful at appeal. Removal may also be delayed as some offenders will repeatedly refuse to comply with the deportation and documentation process, deliberately seek to flout the system to disrupt our efforts to deport them or attempt to lodge multiple appeals. Factors such as these can lead to deportation being delayed.<\/p>
In May 2013, a new system was introduced for recording and monitoring all FNO referrals, even where an offender did not meet the deportation threshold. Prior to this, referrals of those who did not meet deportation criteria were not routed through a central system so this data was not centrally recorded. The introduction of this system therefore shows an increase in the referral numbers from 2012/13 onwards.<\/p>
