Licensing authorities have powers under the Licensing Act 2003 to restrict the hours in which alcohol is sold, if it is appropriate for the promotion of the licensing objectives. Decisions are based on individual consideration of each premises application, as appropriate for the promotion of the licensing objectives and in line with the licensing authority\u2019s statement of licensing policy.<\/p>
Early morning alcohol restriction orders (EMRO) allow a licensing authority to restrict the sale of alcohol between midnight and 6am. EMROs are designed to address recurring problems such as high levels of alcohol-related crime and disorder in specific areas at specific times; serious public nuisance; and other instances of alcohol-related anti-social behaviour which is not directly attributable to specific premises. Licensing authorities may decide to implement a Cumulative Impact Policy (CIP) where an exceptional number of licensed premises concentrated in one area have a cumulative impact on the promotion of the licensing objectives in that area. The CIP creates a rebuttable presumption that applications for premises licences which are likely to add to the existing cumulative impact will normally be refused or subject to certain limitations. Security of connected devices, the system they operate in and data is very important to consider in the Internet of Things. That is why security will be a theme throughout the government funded Internet of Things programme (IoTUK). We have included £10m for additional research to design in security, privacy and trust in IoT-related systems. In his report on the Internet of Things the Government Chief Scientist advised that security should be considered at the beginning and throughout the life cycle of Internet of Things applications. Current superfast broadband coverage is over 83% of UK premises and the Government remains committed to providing 95% coverage to homes and businesses by December 2017. Coverage of superfast broadband in England is 84% according to Ofcom\u2019s Communications Market Report published in August 2015. The Government has invested £9.69 million in the Northumberland project which aims to provide superfast broadband coverage to over 46,000 homes and businesses in the county. By the end of the Northumberland project, anticipated by December 2016, over 91% of premises are expected to have access to superfast broadband.
