There are no plans to extend the Pupil Premium to children who are educated at home, or to children with either foetal alcohol spectrum disorder or other special needs. The aim of the Pupil Premium is to help schools close the attainment gap, with funding focused on those children who have been on free school meals at some point in the last six years.<\/p>

The Government respects the right of parents to choose how their children are educated, whether this is at home or in any of the institutions available to them. However, parents who choose to home educate their children must take responsibility for the costs.<\/p>

This can include providing support to children with special educational needs, whether or not they have a statement or Education, Health and Care (EHC) plan. The Nursery Milk Scheme is available to all children under five who attend an eligible childcare setting for two hours per day or more. Eligible settings include child-minders, day care providers, private and local authority run nurseries. There have been a number of assessments of the health harms of new psychoactive substances (NPS) in recent years. These include the following:<\/p>

- a summary of the health harms of drugs published by the Department in August 2011 sets out an assessment of the health harms of novel psychoactive drugs among others. The report outlined acute and chronic problems associated these substances, but the date of the evidence review meant it was early to determine the actual harms of the NPS;<\/p>

<\/p>

<\/p>

- the Advisory Council on the Misuse of Drugs (ACMD) published its report \u2018Consideration of the Novel Psychoactive Substances (\u2018Legal Highs\u2019)\u2019 in 2011. The report includes an assessment of the harms that these drugs cause;<\/p>

<\/p>

<\/p>

<\/p>

<\/p>

<\/p>

- since 2010, the ACMD has published a number of reports on their assessment of different types of NPS, including the harms they cause. The drugs the ACMD have reported on include tryptamines, NBOMe compounds, benzofurans, O-desmethyltramadol, methoxetamine, synthetic cannabinoids, and 2-DPMP (Ivory Wave);<\/p>

<\/p>

- on 30 October 2014, the Home Office published the report of an expert panel they appointed to look at the issue of NPS and provide recommendations to the Government. Alongside the report and the Government response, the Home Office also published an NPS evidence review. The evidence review found that that the available evidence suggests that the overall harms from NPS are low compared to the overall harms from traditional illicit drugs;<\/p>

<\/p>

<\/p>

- the Government\u2019s Drugs Early Warning System (DEWS) helps ensure that harmful new substances are rapidly identified. Local and national intelligence gathered by DEWS \u2013 including health harms \u2013 assists the ACMD in its assessment of harms of NPS. On a broader scale, national intelligence is fed into a Europe-wide early warning system for new substances;<\/p>

- FRANK, the government\u2019s drug information service, has information about the harms caused by NPS; and<\/p>

- Public Health England (PHE) is supporting and contributing clinical expertise to the first set of clinical guidelines on the acute management and treatment of novel psychoactive substances (NPS). Project NEPTUNE will advise clinicians on how to assess and respond to NPS related harm and is currently being developed by the Central and North West London NHS Foundation Trust. The guidelines are due to be published in 2015. PHE has committed to using its networks and other resources to support the dissemination of project NEPTUNE\u2019s findings and advice.<\/p>

The Commission has not yet had discussions with Liberty on its recommendation that electors in Great Britain should be required in future to present an acceptable form of photographic identification (ID) prior to being issued with a ballot paper at polling stations, as has been the requirement in Northern Ireland since 2003. The Commission has recommended that any voter ID scheme for Great Britain should provide for electors to obtain an alternative form of identification, such as a free electoral ID card, if they do not have access to any other specified form of identification.<\/p>

The Commission is consulting a wide range of relevant organisations to develop and test options for suitable forms of identification, and it will consult Liberty as part of this work.<\/p>

DFDS Seaways has announced the closure of two ferry routes (Harwich\u2013Esbjerg and Portsmouth\u2013Le Havre) and has cited the sulphur regulations as a factor in the decision. However, although DFDS Seaways made reference to the increased cost of marine fuel that would follow the introduction of the new sulphur limit in both cases, its announcements indicated that both routes had already been in decline because of other factors. The Government is not aware of any other such announcements from other ferry operators concerning route closures affecting UK ports.<\/p>

<\/p>

The Government published a draft impact assessment in April 2014, as part of the public consultation on the draft legislation. We received no detailed information from consultees about the likely effect on seafarer numbers, either in general or specifically in the North Sea and the English Channel, following the introduction of the 0.1% per cent sulphur limit.<\/p>

<\/p>

Approval of an Exhaust Gas Cleaning System (EGCS) would be undertaken by the vessel\u2019s flag State in line with the internationally agreed guidelines developed by the International Maritime Organization. To date, no UK registered ferries have been fitted with type approved EGCS systems although the Government is aware of both ferries and large passenger vessels that call at the UK that have been fitted with type approved systems. Guidance for shipowners on EGCS has been developed by the Maritime and Coastguard Agency (MCA) and consulted upon, with industry and others, and will be published alongside the final Regulations shortly.<\/p>

<\/p>

Enforcement will be carried out by the MCA as part of its existing enforcement activities, under a regime of proportionate and targeted compliance surveys. The proposed Regulations would provide sanctions for non-compliance. The MCA has discussed enforcement of the new requirements with other Members of the Paris Memorandum of Understanding. The UK has also been active in the European Sustainable Shipping Forum, established by the European Commission, which is developing guidelines to help inspectors enforce the new requirements on a consistent basis.<\/p>

<\/p>

The Government is looking at ways of helping industry meet the new regulatory requirements. We have already been successful in supporting shipowners and ports who applied for EU assistance under the Trans European Network (TEN-T) programme to help purchase innovative technologies \u2013 including infrastructure for liquefied natural gas (LNG) bunkering. I propose to take matters further and identify additional options for financial assistance to the affected parts of the UK shipping and ports industries. It is my intention that this should come both from domestic and from EU sources, and I have instructed officials accordingly.<\/p>

<\/p>

In particular, officials have already approached the European Commission to investigate the scope for State Aid in respect of ferry routes which are deemed to be vulnerable as a result of the new international and EU sulphur regime.<\/p>
