We are taking the findings and recommendations made in independent reviews and reports into maternity services, including the Shrewsbury and Telford Hospital NHS Trust, very seriously. This includes the need to develop and sustain a culture of safety, learning, and support within the National Health Service, which has formed part of NHS England\u2019s Three year delivery plan for maternity and neonatal services<\/em>. We will carefully consider the findings of the Nottingham University Hospitals NHS Trust when it reports next year.<\/p>

It is right that where people have been negligently harmed by the NHS, they are able to receive appropriate compensation. It is the role of NHS Resolution (NHSR) to manage clinical negligence claims against the NHS in England. NHSR is accountable to the Department, and its performance is subject to regular review. However, NHSR is responsible for its own management of individual claims. The Government has not made a general assessment of the role claimants lawyers play in NHS litigation claims.<\/p>

NHSR has a responsibility to resolve claims promptly and fairly, and to defend unmeritorious claims to secure NHS resources. The Review of risk of Modern Slavery and Human Trafficking in the NHS Supply Chain<\/em>, pursuant to section 47 of the Health and Social Care Act 2022, was undertaken in 2023 and published on 14 December 2023. A copy of the report is attached. One of the recommendations from the report was to lay regulations with a view to eradicate modern slavery, supporting the amendment of Section 12zc in the NHS Act 2006. The regulations cover all goods and services procured on behalf of the health service.<\/p>

The Department and NHS England have also developed detailed guidance to support the embedding of the regulations and policies throughout a procurement exercise. This ensures alignment to procurements conducted under all legal regimes including the Public Contracts Regulations 2015, Procurement Act 2023, and the Health Care Services (Provider Selection Regime) Regulations 2023.<\/p>

A public consultation for the content and approach of those regulations is to be launched in Autumn 2024. This will support my Rt Hon. The Marine Management Organisation (MMO) undertakes detailed traceability checks on the new bluefin tuna commercial fishery. MMO checks each individual fish landed where resource allows. Of the three vaccines, Imvanex is the only one licensed in the United Kingdom by the Medicines and Healthcare products Regulatory Agency, and in the European Union by the European Medicines Agency, for active immunisation against smallpox, Mpox, and other diseases caused by the vaccinia virus in adults.<\/p>

Imvanex is the only currently available vaccine with real world evidence of protection against Mpox. In addition to the ongoing efforts to control Mpox clade IIb in the United Kingdom, there is widespread planning underway across the Government, including work by the Department, the UK Health Security Agency, and the National Health Service, to prepare for any potential cases of the high consequence infectious disease clades Ia or Ib of Mpox in the UK, and to help prevent onward transmission should any cases be imported.<\/p>

An established clinical countermeasures programme is a core component of our pandemic preparedness and response capability. These clinical countermeasures include personal protective equipment and hygiene consumables, vaccines, and therapeutics, such as antivirals. The programme, including the balance of antivirals stockpiled, is informed by scientific and clinical assessment of the evidence base and is kept under review, building on lessons learned from previous outbreaks and emerging evidence on efficacy from ongoing clinical trials in epidemic hotspots.<\/p>

The Department has noted the recent PALM007 study. The Generation Study screens for over 200 conditions which were selected on a set of four principles. The expression, or penetrance, of 22q11.2 deletion syndrome is incomplete, meaning that some people with the syndrome may have no features of the condition. For this and many other conditions, including other microdeletion and microduplication syndromes, Genomics England has taken a conservative approach when applying the four principles, selecting only those conditions where penetrance is high and where treatment must be initiated very early in essentially all cases. The Government\u2019s dietary recommendations are based on robust assessments of the scientific evidence by the Scientific Advisory Committee on Nutrition (SACN) and its predecessor, the Committee on Medical Aspects of Nutrition Policy (COMA). The Government\u2019s advice on a healthy, balanced diet is encapsulated in the United Kingdom\u2019s national food model, the Eatwell Guide.<\/p>

The current Government dietary recommendation is that the total fat intake of the population should not exceed 35% of total energy from food. This would equate to a total fat intake of no more than 78 grams a day for women and 97 grams a day for men, based on a total daily calorie intake of 2000 kilocalories a day for women and 2500 kilocalories a day for men aged 19 to 64 years old.<\/p>

This recommendation is based on evidence outlined by the COMA in its 1991 report, Dietary Reference Values for Food Energy and Nutrients for the United Kingdom<\/em>, a copy of which has been placed in the House of Lords Library, due to the document size. This is further supported by recommendations made to reduce the risk of coronary heart disease in the COMA\u2019s 1994 report, Nutritional Aspects of Cardiovascular Disease<\/em>, a copy of has also been placed in the House of Lords Library, due to the size of the document.<\/p>

Recommendations on saturated fat were updated in SACN\u2019s 2019 report, Saturated fats and health<\/em>, a copy of which is attached, which recommended that the dietary reference value for saturated fats remains unchanged, specifically that the populations average contribution of saturated fatty acids to total dietary energy be reduced to no more than about 10%. This recommendation applies to adults and children aged five years old and older. The report also recommended that saturated fats are substituted with unsaturated fats. It was noted that more evidence is available supporting substitution with polyunsaturated fats than substitution with monounsaturated fats.<\/p>

It was noted that \u2018this recommendation is made in the context of existing UK Government recommendations for macronutrients and energy\u2019. The Eatwell Guide recommends that the average man should have no more than 30 grams of saturated fat a day and the average woman should have no more than 20 grams of saturated fat a day.<\/p>

At its horizon scan meeting in June 2022, the SACN considered a paper on a potential approach to any future work on other fatty acids. The SACN agreed that omega-3 fatty acids were an area of high priority, particularly because of the recent evidence questioning the potential benefits of fish oils for some outcomes, such as cardiovascular disease. Members agreed to keep a review of omega-3 fatty acids as a high priority on the watching brief.<\/p>

The SACN considered this again at its horizon scan meeting on 9 October 2024 and agreed to add omega-3 fatty acids to the SACN\u2019s work programme when capacity allows.
