The UK Government closely monitors China's serious human rights violations in Xinjiang against Uyghurs and members of other Muslim minorities, and continues to lead international efforts to hold China to account and change its behaviour.<\/p>

In October 2023, the UK led a record joint statement on Xinjiang at the UN, demonstrating a significant number of countries are prepared to call China out for its human rights violations. We have also imposed sanctions, provided guidance to businesses, and taken action to tackle forced labour in supply chains.<\/p>

We consistently raise China's human rights violations with the Chinese authorities at the highest levels. The former Foreign Secretary did so during his visit to Beijing in August 2023. Homes for Ukraine hosts will continue to receive £500 a month as a \u2018thank you\u2019 for their ongoing support for their Ukrainian guests for a third year of sponsorship. We are also launching a £450 million third round of the Local Authority Housing Fund to help provide a new, permanent supply of accommodation for local communities.<\/p>

The \u2018thank you\u2019 payments have been extended for a further year to reflect the continued generosity of sponsors in hosting guests from Ukraine over a longer period of time than anyone expected, and to ensure that those wishing to provide ongoing sanctuary can do so as the conflict continues.<\/p>

More generally, government is increasing the Local Housing Allowance to cover the 30th percentile of local rents. This will help make housing costs more affordable for private renters in receipt of benefits. 1.6 million low-income households will be better off, with an average gain of £800 in 2024-25. Rates will be raised across Great Britain in April 2024.<\/p>

£120 million is also being made available across the UK, to help councils with Ukraine and homelessness pressures. The government is constantly assessing how to improve the experience and support that victims receive within the criminal justice system, including mechanisms to facilitate the access to court transcripts and audio recordings of court hearings.<\/p>

We understand that the ability to access transcripts from court proceedings is an essential part of maintaining transparency and accountability within the justice system. However, there is a cost attached to transcribing lengthy audio of a hearing, which in some cases can run into thousands of pounds. Providing the full transcripts of a hearing free of charge to all crime victims, risks diverting resources away from other key services. To help with transcription costs, we have made sure that bereaved family members of victims of homicide and death by dangerous driving can get a copy of the judicial Sentencing Remarks (a specific part of the hearing) paid for by the public purse. The Ministry of Justice and HM Courts and Tribunals Service continue to seek ways to reduce the fees that victims are required to pay to obtain transcripts in criminal proceedings. In particular, we will explore how technology could be used to reduce the costs of transcription, with a view of passing on the savings to parties.<\/p>

The Department is aware of the practice of tankering whereby airlines may decide to take on additional fuel than is required for a given journey. Although tankering can be practiced for operational purposes, such as avoiding technical failures or contaminated fuel at destination airports, research suggests that 90% of tankering events are linked to fuel prices.<\/p>

In the Government\u2019s consultation, published in March 2023, on the details of the sustainable aviation fuel mandate, we recognised the potential for increased tankering and the risk that it could potentially result in the transfer of carbon emissions to other locations or to an increase in overall carbon emissions. Officials in the department sit on the working group for a project looking at the implications and potential benefits of fitting primary schools with air cleaning technology: the Bradford classroom air cleaning technology (class-ACT) trial. This was funded by the Department of Health and Social Care and managed through the UK Health Security Agency. The study is run from the Centre for Applied Education Research, which is based at the Bradford Teaching Hospitals NHS Foundation Trust, UK. The trial has concluded, and the academic leads intend to publish the results in a peer-reviewed journal in due course.<\/p>

There is strong evidence from laboratory studies of the efficacy of high efficiency particulate air (HEPA) filter air cleaning units at removing airborne viruses from the air. Although they help improve air quality, air cleaning units do not reduce CO2<\/sub> levels or improve ventilation so it\u2019s important that they are not used as a substitute for ventilation or a reason to reduce it.<\/p>

The department recognises that good ventilation helps to create a healthy indoor environment for staff and pupils. Letting fresh air into indoor spaces can help remove air that contains virus particles which reduces the risk of respiratory illnesses, as well as improves pupils\u2019 alertness and concentration.<\/p>

Between September 2021 and April 2023, the department delivered over 700,000 CO2<\/sub> monitors to over 45,000 state-funded schools and colleges. This means that all eligible school and college now has an assigned CO2<\/sub> monitor for every teaching and childcare space to help them manage their ventilation.<\/p>

For schools and colleges that identified spaces with sustained high CO2<\/sub> readings (1500ppm or more) through their monitors, an application process was made available for department funded HEPA filter air cleaning units. This policy was informed by the Scientific Advisory Group for Emergencies Environmental Modelling Group which advises that air cleaning units have limited benefit in spaces that are already adequately ventilated and should only be considered where the ventilation is inadequate and cannot be easily improved. The Government is fully committed to encouraging homeowners to incorporate energy efficiency measures in their properties in order to tackle climate change.
