Introducing duty free shopping between Northern Ireland and the EU (which includes the Republic of Ireland) would require implementing allowances for the movement of these goods, to stop the uncontrolled flow of tax-free goods into either Northern Ireland or the EU (including the Republic of Ireland). These allowances would require enforcement. Therefore, if this were to be implemented, controls on the movement of goods between NI and the Republic of Ireland would be required, contravening the shared ambitions of the UK, Ireland and the EU.

By contrast, the movement of goods between the EU and Great Britain is subject to full third-country controls. This enables the enforcement of allowances for duty-free goods for passengers travelling into and out of Great Britain.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4726", "label" : {"_value" : "Biography information for Baroness Penn"} } , "answeringMemberPrinted" : {"_value" : "Baroness Penn"} , "dateOfAnswer" : {"_value" : "2023-07-24", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-07-24T15:30:48.217Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2023-07-14", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Duty Free Allowances: Northern Ireland"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government, further to the Written Answer by Baroness Penn on 12 July (HL9073), how enabling duty-free shopping between Northern Ireland and the EU would "undermine frictionless trade with the EU"; and why this is not the case in relation to trade between Great Britain and the EU.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2478", "label" : {"_value" : "Biography information for Lord Rogan"} } , "tablingMemberPrinted" : [{"_value" : "Lord Rogan"} ], "uin" : "HL9369"} , {"_about" : "http://data.parliament.uk/resources/1244964", "AnsweringBody" : [{"_value" : "Department for International Trade"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1244964/answer", "answerText" : {"_value" : "

The joint letter was responded to by HM Government on 30th September 2020.

The response outlined our priority to replicate the effects of the existing EU trading relationship with Turkey as far as possible, into a bilateral arrangement by the end of the Transition Period, whilst also offering reassurance on the robustness of our policies on the important matters raised. Trade does not come at the expense of our record in upholding rights and responsibilities, which a key part of our foreign policy, and HM Government will continue to engage the Turkish Government on these issues.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4876", "label" : {"_value" : "Biography information for Lord Grimstone of Boscobel"} } , "answeringMemberPrinted" : {"_value" : "Lord Grimstone of Boscobel"} , "dateOfAnswer" : {"_value" : "2020-11-03", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-11-03T14:11:35.757Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "202"} , "answeringDeptShortName" : {"_value" : "International Trade"} , "answeringDeptSortName" : {"_value" : "International Trade"} , "date" : {"_value" : "2020-10-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Turkey: Military Intervention"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government whether the Prime Minister has received a joint letter, dated 2 September, from community organisations representing Cypriots, Armenians, Kurds and Egyptians in the UK about the government of Turkey's military actions; and if so, what assessment they have made of that letter.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2018", "label" : {"_value" : "Biography information for Lord Hylton"} } , "tablingMemberPrinted" : [{"_value" : "Lord Hylton"} ], "uin" : "HL9369"} , {"_about" : "http://data.parliament.uk/resources/938062", "AnsweringBody" : [{"_value" : "The Senior Deputy Speaker"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/938062/answer", "answerText" : {"_value" : "
