An average cost per prisoner, cost per prison place and overall prison unit cost for each private and public sector prison in England and Wales are routinely published by His Majesty\u2019s Prison and Probation Service (HMPPS). This information is produced on an annual basis and is published after the end of each financial year on the gov.uk website.<\/p>

The overall average annual cost for keeping an individual in a prison is £51,108, which is taken from the latest published Prison Unit Cost statistics for 2022-23.<\/p>

The Migration and Economic Development Partnership intends to deter dangerous journeys and illegal entry to the UK, break the business model of people smugglers and protect the lives of those they endanger.<\/p>

We announced on 2 November that new Disability Confident (DC) Leaders (Level 3) and Disability Confident Leaders applying for re-accreditation will need to use the voluntary reporting framework (VRF) to publicly report on disability employment. A copy of which is attached. Although there is flexibility in how employers can use the VRF, we expect that most DC Leaders would choose to combine it with their annual report and accounts.<\/p>

We developed the voluntary reporting framework with a group of employers and disability stakeholders. It is deliberately designed to be flexible, recognising that different employers start in different places. It does not require reporting on pay and we have no current plans to require pay reporting.<\/p>

Disability Confident leaders are now required to publicly report using the voluntary reporting framework and one of the measures the framework encourages is the number of disabled people employed.<\/p>

<\/p>

The definition of disability in the voluntary reporting framework is self-declared, asking employees if they \u2018consider\u2019 themselves to have a disability. The framework is both voluntary and flexible, designed based on feedback from employers and other stakeholders. If we choose to go further in future, we will look at the case for alignment with the definition of disability in the Equality Act 2010.<\/p>

We are committed to reducing the disability employment gap, and will report on progress regularly. The Department for Education funds English for Speakers of Other Languages (ESOL) through the Adult Education Budget (AEB). Colleges and adult learning providers have the freedom and flexibility to determine how they use their AEB allocation to meet the needs of their communities. In 2017/18, the latest year for which we have data available, this supported 114,300 adult learners to access English courses with £105 million of investment from the AEB.<\/p>

In addition, the Home Office and Department for Education have provided £10 million from 2016 - 2020 to enable refugees resettled through the Vulnerable Persons Resettlement Scheme to access additional classes. From April 2019, Ministry of Housing, Communities and Local Government set up a new Integrated Communities English Language programme, worth £4.5 million for this year. The programme will deliver community-based English language learning in 2019/20 for over 19,000 learners.<\/p>

The Department for Education is working closely with other government departments to develop a new strategy for ESOL. The Department of International Trade does not have any staff posted to the British Embassy Khartoum and there are no plans to redeploy resources at this time.
