The Government understands that the transport needs of communities in rural areas differ from those in urban environments for a variety of reasons including demographics, lower population density and travel distances.

The Department for Transport published its ‘Future of Transport: supporting rural transport innovation’ guidance in early October, and will now work to implement its pledges, such as working closer with local leadership to help deploy and scale innovative new technologies in rural communities. As part of this guide, the Department is making up to £3 million of funding available for rural innovation. This will help explore innovative solutions to long-standing issues, such as loneliness and isolation, poor access to services and economically challenging business cases for rural transport services.

The Department is also providing considerable support for bus and other transport services, including in rural areas. Our £20 million Rural Mobility Fund is supporting 16 innovative, demand-led minibus trials in rural and suburban areas across 16 local authorities, including Hertfordshire, in England. These pilots are exploring whether Demand Responsive Transport (DRT) can serve these communities more effectively than traditional public transport solutions alone. We have also announced that a new uplift of 60% will be added to Community Transport Operators’ (CTOs) Bus Service Operators Grant (BSOG) claims until 31 March 2025.

More widely, in May, we announced a long-term approach to protect and improve bus services backed by an additional £300 million from July 2023 until April 2025. £140 million of this funding will go to bus operators to support services, and the remaining £160 million will go to Local Transport Authorities (LTAs) to protect and enhance bus services, and support local fares initiatives.

The Government is investing nearly £600 million to deliver a £2 fare cap on single bus fares in England outside London to help passengers save on their regular travel costs, which the Prime Minister recently announced would be extended until the end of 2024.

On 4 October, as part of Network North, we announced a further £1 billion from redirected HS2 funding to level up bus services in the North and Midlands, helping to make them more frequent, reliable, cheaper, and easier to use.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4499", "label" : {"_value" : "Biography information for Lord Davies of Gower"} } , "answeringMemberPrinted" : {"_value" : "Lord Davies of Gower"} , "dateOfAnswer" : {"_value" : "2023-12-12", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-12-12T17:18:10.813Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2023-11-28", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Transport: Rural Areas"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what plans they have to respond to the high level of transport poverty in rural areas, as outlined in the report Getting the measure of transport poverty published by the Social Market Foundation on 15 November.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4308", "label" : {"_value" : "Biography information for The Lord Bishop of St Albans"} } , "tablingMemberPrinted" : [{"_value" : "The Lord Bishop of St Albans"} ], "uin" : "HL678"} , {"_about" : "http://data.parliament.uk/resources/1467998", "AnsweringBody" : [{"_value" : "Foreign, Commonwealth and Development Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1467998/answer", "answerText" : {"_value" : "

Russia's unprovoked and illegal invasion of Ukraine has exacerbated one of the most severe food and energy crises in recent history. Russia bears responsibility for preventing Ukraine from exporting its food and playing its role as the breadbasket of the world. Russia's bombardment of cities and infrastructure across Ukraine, its blockade of Ukraine's Black Sea ports and its attacks on farmers and their farms have crippled Ukraine's ability to export its produce. It is Putin's responsibility to lift this blockade. The Department’s Commercial Medicines Unit manages, on behalf of English National Health Service secondary care, a tender strategy which establishes framework agreements for hepatitis C medicines under which prices are set. In developing its recommendations on the use of daclatasvir (TA364) and ombitasvir–paritaprevir–ritonavir with or without dasabuvir (TA365) for the treatment of chronic hepatitis C, the National Institute for Health and Care Excellence (NICE) took into account the prices that had been agreed by the Commercial Medicines Unit at the time NICE’s guidance was being developed as the companies provided this information as part their evidence submissions to NICE. The perceived likelihood of illegal immigrants being able to remain in Europe after crossing the Mediterranean plays into the hands of the criminal gangs who are exploiting them. While the Government remains committed to saving lives at sea, it is clear that this link needs to be broken if the EU is to tackle the current situation successfully. That can be achieved only through concerted EU and international action, ensuring that Member States’ asylum systems are not exploited by people smugglers and traffickers or by economic migrants, and that those found not to be in need of protection are swiftly removed.

Ministers and officials are working closely with our counterparts in other European States and EU institutions to try to break this link, focusing on four key areas: conditions in migrants’ country of origin; availability of protection and economic opportunities in the region; tackling the criminal gangs; and ensuring the return of those who do not need to remain in the EU.

To date, the UK government has contributed £897,324 to the Ebola Virus Disease response in the three affected countries of Guinea, Sierra Leone and Liberia through multilateral partners and the DFID bilateral programme. In addition, DFID is finalizing arrangements to send out three Public Health England disease control specialists to Sierra Leone to support the Ebola Virus Disease (EVD) response.

In Sierra Leone, DFID funds are being used to support improved coordination at the national level; training and equipping of health workers competently to manage Ebola cases; improving EVD case detection and supporting appropriate radio messaging and community mobilisation activities on EVD prevention in affected districts. In Liberia, DFID has provided chlorine and other materials for hygiene and sanitising; and training in their appropriate use. Along with colleagues in the Foreign and Commonwealth Office, we are closely monitoring the outbreak from Sierra Leone and Liberia (where we have DFID country offices) and internationally through Whitehall. We are working with WHO and national government agencies to improve our understanding of the outbreak and help to guide the response in-country and regionally.
