The Government is making available up to £7.5 billion in additional funding over two years to support adult social care and discharge. This historic funding boost will ensure that local authorities can continue to meet the eligible care and support needs of people in their area and deliver tangible improvements to social care services.

We remain committed to the 10 year vision set out in the People at the Heart of Care white paper, which covers older and disabled people and their carers. We will shortly publish a plan for adult social care system reform. The plan will build on the progress made so far to implement the 10 year vision set out in the People at the Heart of Care white paper.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4948", "label" : {"_value" : "Biography information for Lord Markham"} } , "answeringMemberPrinted" : {"_value" : "Lord Markham"} , "dateOfAnswer" : {"_value" : "2023-03-27", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-03-27T11:54:11.297Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2023-03-16", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Social Services: Finance"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what steps they are taking to provide a fully funded plan (1) to meet the needs of (a) older, and (b) disabled, people and their carers, and (2) to address the staffing crisis in social care.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1796", "label" : {"_value" : "Biography information for Lord Taylor of Warwick"} } , "tablingMemberPrinted" : [{"_value" : "Lord Taylor of Warwick"} ], "uin" : "HL6586"} , {"_about" : "http://data.parliament.uk/resources/1437988", "AnsweringBody" : [{"_value" : "Department for Digital, Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1437988/answer", "answerText" : {"_value" : "

The Government is reviewing the Gambling Act 2005 to ensure it remains fit for the digital age. As part of its broad scope, the review called for evidence on the size of the black market for gambling in Great Britain and the ease with which consumers could access illegal gambling websites. The report by PwC on unlicensed gambling will be considered as part of the review.

The Gambling Commission assesses information gathered from multiple sources and works closely with partner agencies to prevent access to illegal websites by consumers in Great Britain. If the Commission decides to take action against an illegal operator, it will initially issue a Cease and Desist letter. If this action does not prove successful, it will use disruption techniques, which includes using its relationships with web-hosting companies to suspend or IP-block consumers in Great Britain from accessing websites, contacting payment providers to remove payment services, and liaising with social media sites to prevent websites appearing on search engines or being hosted. The Commission will also use some of the additional income that it is receiving from its recent fees uplift to increase its ability to tackle illegal gambling.

The Commission is aware that some illegal websites are targeted at people who experience significant harms from their gambling and self-excluded gamblers. The Commission is particularly focused on identifying and disrupting these illegal operators.

The guidance for full opening of schools published on the 2 July makes clear that all state-funded schools are expected to re-establish a broad and ambitious curriculum and teach all subjects in their curriculum from the start of the autumn term, but can make use of existing flexibilities to create time to cover the most important missed content.

This guidance can be found here: https://www.gov.uk/government/publications/actions-for-schools-during-the-coronavirus-outbreak/guidance-for-full-opening-schools.

All state-funded schools in England have a duty to teach a broad and balanced curriculum. This includes English, mathematics, science, religious education and – from next academic year – relationships, sex and health education. Only maintained schools are required to teach the full National Curriculum, including art and design, and music. Academies are, however, expected to teach a curriculum that is comparable in breadth and ambition, and many choose to teach the full National Curriculum to achieve this.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4218", "label" : {"_value" : "Biography information for Baroness Berridge"} } , "answeringMemberPrinted" : {"_value" : "Baroness Berridge"} , "dateOfAnswer" : {"_value" : "2020-07-21", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-07-21T14:21:32.857Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2020-07-07", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Arts: Education"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of the impact of schools cutting subjects from the curriculum on the need to protect arts subjects.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4238", "label" : {"_value" : "Biography information for Lord Storey"} } , "tablingMemberPrinted" : [{"_value" : "Lord Storey"} ], "uin" : "HL6586"} , {"_about" : "http://data.parliament.uk/resources/869581", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/869581/answer", "answerText" : {"_value" : "

The Government has long recognised the vital role that all public sectors workers play in our society including those in the National Health Service. That is why we have agreed to NHS Employers and the NHS Trade Unions going out to consultation on a three year pay agreement for NHS staff employed under the Agenda for Change Pay Agreement.

This agreement covers over a million staff employed in the NHS in England and is a good example of where public sector employers and Unions can work together to agree a pay rise in return for wider reform. The three year deal targets recruitment, retention and capacity issues and will help to improve productivity within the NHS to support staff and help them meet demand.

However, public sector pay in Northern Ireland is a devolved matter. The Northern Ireland Administration will receive Barnett Consequentials on the additional funding provided to the Department if, following union ballots the deal now under consultation is implemented. Then that will mean over £25 million in 2018/19 and over £130 million in total over the next years from 18/19 to 2020/21.

The Government is continuing to work towards the restoration of devolved government in Northern Ireland and in the absence of Executive it will be for the Northern Ireland Administration to allocate this funding in the absence of a functioning Executive.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4545", "label" : {"_value" : "Biography information for Lord O'Shaughnessy"} } , "answeringMemberPrinted" : {"_value" : "Lord O'Shaughnessy"} , "dateOfAnswer" : {"_value" : "2018-03-29", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-03-29T16:29:18.617Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2018-03-22", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "NHS: Pay"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government, further to the answer by Lord O'Shaughnessy on 21 March (HL Deb, col 345), what plans they have to ensure that NHS staff in Northern Ireland are properly rewarded.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2478", "label" : {"_value" : "Biography information for Lord Rogan"} } , "tablingMemberPrinted" : [{"_value" : "Lord Rogan"} ], "uin" : "HL6586"} , {"_about" : "http://data.parliament.uk/resources/717777", "AnsweringBody" : [{"_value" : "Department for Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/717777/answer", "answerText" : {"_value" : "

NHS England and Monitor are working closely together to ensure that the payment system supports service developments in the vanguard sites (including those where integrated diabetes care is a focus) as well as monitoring local innovative approaches to supporting integrated care taken by some clinical commissioning groups (CCGs). This is to ensure that the payment system keeps abreast with the development of future service models and is not a barrier to the development of new models of care.

During 2016/17, NHS England will look at the current incentives and funding arrangements for diabetes to see how greater alignment could be achieved between the financial incentives for primary and secondary care.

Information on how much money the National Health Service invested in structured education for diabetes patients is not collected centrally.

Under the Health and Social Care Act (2012), NHS England has a statutory duty to conduct an annual assessment of every CCG. Since April 2013, CCGs have been assessed twice, for the period 2013/14 and for 2014/15.

For 2016/17, NHS England will introduce a new CCG Improvement and Assessment Framework (CCG IAF). This new framework will align with NHS England’s mandate and planning process, with the aim of driving improvements in a number of key areas including the management and care of people with diabetes.

NHS England has been working with Diabetes UK on including diabetes indicators in the CCG IAF. The proposed diabetes indicators are:

- the percentage of diabetes patients that have achieved all three of the National Institute for Heath and Care Excellence recommended treatment targets; and

- newly diagnosed diabetes patients referred to, or attending, a structured education course.

Under the proposals, diabetes will also be one of the six clinical priority areas in the CCG IAF that will be overseen by an independent group.

The CCG IAF proposals are subject to the outcome of an engagement process which closed for comments on February 26 2016. More information can be found at:

The first group of Syrian refugees arrived in the UK on 25 March as part of the Government's Vulnerable Persons Relocation (VPR) Scheme. The next group of refugees is expected to arrive this month, with further groups to follow on a regular basis. We continue to work with United Nations High Commissioner for Refugees to establish a steady flow of cases.

Whilst there is no set quota, we predict that the VPR scheme will support several hundred people over the next three years.

A number of local authorities have indicated that they would like to participate in the scheme, and we are in discussions with other local authorities who have expressed an interest.
