The Government is committed to ensuring that the rights of consumers are protected before, during and after the hydrogen heating trials. Nobody in the trial areas will pay more for their heating than they would if they were still connected to natural gas, including those that choose an electric alternative. They will also not be expected to pay for the installation or maintenance of hydrogen-capable appliances, or an alternative heating solution.  The Government is working with the regulator Ofgem and the gas networks to deliver these consumer protections through consumer contracts and funding agreements. Consumers will be able to opt-out of the neighbourhood trial at any point and switch back to using natural gas free of charge. Consumer protection for the village trial will be further enhanced through legislation, including measures in the Energy Bill, and subsequent regulations.

The neighbourhood trial is funded by SGN, with contributions from other gas networks, Ofgem and the Scottish Government.  The village trial will be funded by the Department for Energy Security and Net Zero, Ofgem and the gas networks. The village trial location and level of public funding will be decided later this year, following the submission of funding applications in March.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4336", "label" : {"_value" : "Biography information for Lord Callanan"} } , "answeringMemberPrinted" : {"_value" : "Lord Callanan"} , "dateOfAnswer" : {"_value" : "2023-03-13", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "HL5965"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-03-13T17:07:11.187Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "215"} , "answeringDeptShortName" : {"_value" : "Energy Security and Net Zero"} , "answeringDeptSortName" : {"_value" : "Energy Security and Net Zero"} , "date" : {"_value" : "2023-02-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Hydrogen: Heating"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government, further to the Impact Assessment on the Hydrogen Heating Village Grid Conversion Trial which stated that “the trial will largely be funded by Ofgem and BEIS, with some private sector investment", how much of the cost will be paid (1) from public funds, and (2) by billpayers.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4235", "label" : {"_value" : "Biography information for Baroness Worthington"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Worthington"} ], "uin" : "HL5964"} , {"_about" : "http://data.parliament.uk/resources/1419972", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1419972/answer", "answerText" : {"_value" : "

The UK recognises that there needs to be a clear mechanism for governing and enforcing our Withdrawal Agreement with the EU, as there is in any international agreement, and we will continue to engage constructively on this in the negotiations. However, we have been clear that this cannot mean continuing the direct jurisdiction of the CJEU after the UK has left the EU. In 2006 the United Nations imposed restrictions on a range of goods from entering or leaving North Korea and imposed a travel ban and asset freeze against those persons designated as persons who engage in or provide support for North Korea’s nuclear-related, other weapons of mass destruction related and ballistic missile-related programmes. These restrictions were implemented in the EU in 2007, and have subsequently been expanded by the EU.

Under the current EU Regulation, UK financial institutions are able to establish banking relationships with North Korean banking institutions if there are no reasonable grounds to believe this will contribute to North Korea’s nuclear-related, other weapons of mass destruction related or ballistic missile-related programmes. In practice, there are almost no financial links between the UK and North Korea. North Korea is almost wholly dependent on China for international assistance.

The coalition Government outlined the evidence in Local support to replace Community Care Grants and Crisis Loans for living expenses in England, Government response to the call for evidence June 2011. A copy was placed in the House library and it can be found online at https://www.gov.uk/government/consultations/local-support-to-replace-community-care-grants-and-crisis-loans-for-living-expenses-call-for-evidence

Nottinghamshire County Council have consulted on their plans to wind down their dedicated scheme and provide support by other means. Information on other authorities will be provided by the review my Department will shortly be carrying out about the way local authorities have used the funding provided following the abolition of the discretionary Social Fund. We are making arrangements with local authorities regarding this. A copy of the findings will be placed in the House Library.

There has never been a commitment to provide specific funding beyond 2014/15. On the basis of experience on the ground since support was localised, central government believes that it makes most sense for councils to choose how much funding to allocate to these services in their areas in future - according to local priorities and needs - and how to provide such support.
