There are around 238,000 assets registered by the Environment Agency that have a flood or coastal risk management purpose in England, including 76,000 assets owned and maintained directly by the Environment Agency, plus approximately 162,000 assets owned by other parties including Risk Management Authorities and Private owners. Of these, 64,000 are classified by the Environment Agency as high consequence system assets \u2013 meaning those which provide the greatest level of protection to people and property. Assets are used to maintain major rivers and water courses.<\/p>

<\/p>

The Environment Agency regularly inspects over 154,000 assets that have a flood or coastal risk management purpose in England whether owned and maintained by the Environment Agency or other Risk Management Authorities or private individuals.<\/p>

The Environment Agency is currently inspecting assets impacted by Storms Babet and Ciaran. The Environment Agency estimate 2,300 properties flooded during these recent storms, with 139,000 properties better protected by flood and coastal risk management schemes.<\/p>

<\/p>

As of October 2023, (prior to the recent Storm Babet and Ciaran), the number of Environment Agency assets that were at or above the required condition in a high consequence Risk Management System was 94.5%. For assets owned or maintained by other parties this was 90%.<\/p>

<\/p>

A high consequence system is a location where there is a high concentration of properties. Flood risk is reduced by several flood defences working together to protect an area. Where assets are below their required condition this identifies that work is required. This does not mean assets have structurally failed or that performance in a flood is compromised.<\/p>

There are no plans to close Cheltenham General Hospital\u2019s (CGH) accident and emergency (A&E) and NHS England and NHS Improvement is clear that any potential solution developed as part of One Gloucestershire\u2019s Fit for the Future public engagement programme will not include any such plans.<\/p>

NHS England and NHS Improvement envisages the same workforce in the department and this includes a consultant-led service at Cheltenham\u2019s A&E department.<\/p>

Options for public consultation have not been drawn up at this stage. There are no formal proposals developed which include removing the consultant-led A&E service at Cheltenham.<\/p>

Discussions have taken place between the Secretary of State for Health and Social Care and the Chief Executive of Gloucestershire Hospitals NHS Foundation Trust. Following these discussions, the Secretary of State confirmed on 23 October 2019 that no proposals to close Cheltenham A&E would be included in the forthcoming consultation.<\/p>

CGH\u2019s A&E department is consultant-led from 8am-8pm and overnight (8pm \u2013 8am) the service is led by specialist emergency nurse practitioners. This arrangement, which has been in place since 2013, was in response to a lack of middle grade doctors and has preserved and ensured the continuation of high-quality care for patients in Gloucestershire 24 hours a day, seven days a week.
