Improving bystander use of automated external defibrillators (AEDs) was assessed as part of the NHS Long Term Plan. The Plan sets out that a national network of community first responders and AEDs could save up to 4,000 lives each year by 2028. With growing public awareness and acceptance of AEDs, many community defibrillators have since been provided in public locations such as shopping centres, through national lottery funding, community fundraising schemes, workplace funding or by charities.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4909", "label" : {"_value" : "Biography information for Lord Kamall"} } , "answeringMemberPrinted" : {"_value" : "Lord Kamall"} , "dateOfAnswer" : {"_value" : "2022-01-24", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-01-24T12:32:57.893Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2022-01-11", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Defibrillators"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of the benefits of providing defibrillators in public places; and what steps they are taking to encourage this provision.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4282", "label" : {"_value" : "Biography information for Lord Bourne of Aberystwyth"} } , "tablingMemberPrinted" : [{"_value" : "Lord Bourne of Aberystwyth"} ], "uin" : "HL5297"} , {"_about" : "http://data.parliament.uk/resources/1200712", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1200712/answer", "answerText" : {"_value" : "

We recognise that zoos are working tirelessly during this challenging time to ensure the health and welfare needs of animal collections in their care continue to be met. We have been engaging regularly with zoos, including Chester Zoo, to gather information and supporting evidence to understand the impacts of coronavirus on the sector.

The £14 million Zoos Support Fund was opened on 4 May to help those zoos, safari parks, aquariums and eligible farm visitor attractions in severe financial distress due to the disruption caused by coronavirus. This Fund remains open for applications until 19 July 2020.

As announced by the Prime Minister on 10 June, outdoor areas of zoos and safari parks are now allowed to reopen, subject to appropriate social distancing measures being in place. Allowing zoos to reopen is an integral step towards supporting an early financial recovery.

Consideration of proposals for any longer-term support that might be needed for the sector is ongoing. With the help and support of the British and Irish Association of Zoos and Aquariums (BIAZA) we are working diligently to find the best way forward.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4062", "label" : {"_value" : "Biography information for Lord Goldsmith of Richmond Park"} } , "answeringMemberPrinted" : {"_value" : "Lord Goldsmith of Richmond Park"} , "dateOfAnswer" : {"_value" : "2020-06-17", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-06-17T14:49:56.17Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2020-06-04", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Zoos: Coronavirus"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government what assessment they have made of the future prospects for (1) Chester Zoo, (2) other major zoos and (3) small zoos; and what plans they have to secure the future of zoos and their animals.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2569", "label" : {"_value" : "Biography information for Lord Greaves"} } , "tablingMemberPrinted" : [{"_value" : "Lord Greaves"} ], "uin" : "HL5297"} , {"_about" : "http://data.parliament.uk/resources/834491", "AnsweringBody" : [{"_value" : "Attorney General"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/834491/answer", "answerText" : {"_value" : "

Business rates are based on valuations from the Valuation Office Agency and we do not intervene in their independent assessments. A £3.6 billion transitional relief scheme will provide support for the minority who do face an increase. London will benefit more than anywhere else in the country from the transitional relief scheme. In total properties in London will benefit from transitional relief worth over £1 billion over the life of the scheme.

From 1 April, we are permanently doubling the level of Small Business Rate Relief and increasing the thresholds to benefit a greater number of property occupiers. Eligible properties with a rateable value of £12,000 and below will receive 100 per cent relief. This means that 600,000 small businesses will pay no business rates at all.

Ukraine already benefits from autonomous trade preferences which enable most Ukrainian goods to enter the EU market free from import tariffs. In April 2014, the EU unilaterally eliminated or reduced its customs duties on goods originating from Ukraine; for instance, EU import tariffs were removed immediately for 94.7% of industrial products from Ukraine. These autonomous trade preferences have now been extended, so that they will apply for 2015, after which the EU-Ukraine Deep and Comprehensive Free Trade Agreement (DCFTA) is due to be applied. Under the terms of the DCFTA, 98.1% of the value Ukrainian exports to the EU will become tariff-free. The UK has given its full support for these measures.

The EU is providing significant financial and technical assistance to support Ukraine, including help with economic reform and political stabilisation. In addition to our £4.35 million share of these EU and other multilateral efforts. The UK has also committed a further £1.4 million bilaterally this financial year for humanitarian support in Ukraine. On 23 February, the Prime Minister announced that the UK will release £15 million in emergency assistance for Ukraine. Furthermore, UK Trade & Investment (UKTI) and the British Embassy in Kyiv continue to work closely with the Ukrainian government across a broad range of issues to improve our trade and business links.
