The Government published the final Border Target Operating Model (BTOM) on 29 August 2023. It outlines new policies and processes that importers, the border industry and wider stakeholders including EU exporters will need to go through in order to import goods. We are implementing the BTOM in stages throughout 2024 to help industry get accustomed to the changes.<\/p>

We have worked extensively with small and medium enterprises to help us define and help them adapt to new controls and requirements. Since publishing the final BTOM, Defra\u2019s ongoing engagement has included regularly contacting 30,000 importers with up-to-date information, delivering over 50 webinars to thousands of businesses, providing bespoke training and working with HMRC to issue communication to 150,000 businesses in the UK.<\/p>

The risk-based model outlined in the BTOM supports businesses of all sizes by minimising costs and burdens for traders and consumers. For example, low-risk products of animal origin will not require an Export Health Certificate or routine border checks and medium risk goods will undergo reduced intervention at the border. We are also piloting new Trusted Trader schemes that will support groupage loads, which is how SMEs often transport their goods.<\/p>

All businesses will benefit from using the Single Trade Window, saving time and cost for traders. When fully operational, it will make better use of data and remove duplication to make it easier to trade internationally. This can also limit the requirement to use intermediaries and helps to support small businesses through the user interface on the platform. As the Single Trade Window develops, more information will be provided as to how SMEs can be involved and utilise the service.<\/p>

The Department for Business and Trade supports small and medium enterprises with national programmes such as the Growth Hub network and through schemes such as Help to Grow. The new Help to Grow Campaign includes a dedicated website, acting as a resourcing hub for business support and advice, as well as SME leadership training schemes, Help to Grow Management and Help to Grow: Management Essentials. UK businesses can access DBT\u2019s wealth of export support via Great.gov.uk<\/a>. This comprises a digital self-serve offer and our wider network of support including trade advisers, Export Champions, the Export Academy, our International Markets network and UK Export Finance.<\/p>

Furthermore, since its launch in October 2021, to February 2024, the Export Support Service (ESS) Export Digital Enquiry Service has supported over 16,800 enquiries. The ESS International Markets (IM) service has been live in all nine HMTC regions since April 2022 and has received 23,500 market enquiries from 10,700 businesses (up to February 2024).<\/p>

The government has already invested £228m since 2012 in coastal towns, supporting 359 projects through the Coastal Communities Fund and a further £7.5 million though the Coastal Revival Fund.<\/p>

In recognition of the disruption caused by Covid-19, the government has announced a package of support for businesses to help with their ongoing business costs.<\/p>

The Department for Business, Energy and Industrial Strategy has been working across Government to provide £13 billion of grant funding to help small and rural businesses and businesses in the retail, hospitality and leisure sectors manage their cashflow through this period. This support is in the form of two grant funding schemes, the Small Business Grant Fund (SBGF) and the Retail, Hospitality and Leisure Grant Fund (RHLGF). As of 10 May, these grants have been received by over 742,000 businesses and the performance of local authorities in disbursing funding is published on a weekly basis, including all local authorities covering coastal areas of England, this document can be found here at: https://www.gov.uk/government/publications/coronavirus-grant-funding-local-authority-payments-to-small-and-medium-businesses<\/a><\/p>

In addition, on 1 May, the Business Secretary announced that up to £617 million is being made available to Local Authorities in England to allow them to provide discretionary grants. This is an additional 5% uplift to the £12.33 billion funding previously announced. The additional Local Authority Discretionary Grants Fund is aimed at small businesses with ongoing fixed property-related costs but not liable for business rates or rates reliefs. Guidance, intended to support Local Authorities in administering the Discretionary Grants Fund, was published on 13 May. This does not replace existing guidance for the SBGF or the RHLGF.<\/p>

Furthermore, High Streets Minister Simon Clarke announced on 24 May 2020 a new £50 million fund for councils to support their local high streets get safely back to business. The deployment of drones is an operational decision for the police.<\/p>

In a report published on 30 November HMICFRS reported that 28 police Forces had access to a drone. Information published by the Civil Aviation Authority shows that at present 19 Police Forces hold licenses to operate drones commercially.<\/p>

A number of police forces operate drones in collaboration with other forces or agencies.
