The Government is committed to incentivising greater saving and investment, to help hard working people save for their future goals and build greater financial resilience.

The Help to Save scheme was launched in September 2018 and is intended to promote financial resilience among working households on low incomes by supporting them to kickstart a regular, long-term savings habit and build a financial buffer for a rainy day.

Individuals can also save up to £20,000 into an Individual Savings Account (ISA) each year, and any savings income received within an ISA is tax free. This, along with the Personal Savings Allowance of up to £1,000 for basic rate taxpayers means that around 85% of people with savings income pay no tax on that income.

However, the Government also recognises that people need support to make effective investment decisions. This is why the Government and FCA are working on a joint review of the boundary between financial advice and guidance to ensure people can access appropriate support with their financial decision-making.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4580", "label" : {"_value" : "Biography information for Baroness Vere of Norbiton"} } , "answeringMemberPrinted" : {"_value" : "Baroness Vere of Norbiton"} , "dateOfAnswer" : {"_value" : "2024-04-24", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-04-24T14:44:04.443Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2024-04-15", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Personal Savings"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government, following the findings of the Financial Conduct Authority survey indicating a decrease in savings and investing among UK adults, what steps they are taking to help individuals and families save and invest.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1796", "label" : {"_value" : "Biography information for Lord Taylor of Warwick"} } , "tablingMemberPrinted" : [{"_value" : "Lord Taylor of Warwick"} ], "uin" : "HL3813"} , {"_about" : "http://data.parliament.uk/resources/1546225", "AnsweringBody" : [{"_value" : "Foreign, Commonwealth and Development Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1546225/answer", "answerText" : {"_value" : "

Human Rights is a crucial element underpinning the UK's foreign policy. We continue to urge the Palestinian Authority (PA) to respect human rights, Officials from our Consulate-General in Jerusalem regularly raise the need for key legislative and security sector reform to ensure respect for human rights and fundamental freedoms. We encourage the PA to ensure the harmonisation of Palestinian laws with International Human Rights conventions to which it has acceded. As we mark the 16 days of activism against gender-based violence, we are again urging the PA at the highest levels to adopt legislation to ensure the protection and progression of women's rights.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4210", "label" : {"_value" : "Biography information for Lord Ahmad of Wimbledon"} } , "answeringMemberPrinted" : {"_value" : "Lord Ahmad of Wimbledon"} , "dateOfAnswer" : {"_value" : "2022-12-12", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-12-12T17:38:21.043Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "208"} , "answeringDeptShortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "answeringDeptSortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "date" : {"_value" : "2022-11-28", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Palestinians: Human Rights and Protest"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what steps they are taking to prevent any breaches of human rights by the Palestinian Authority; and what further steps they are taking to support the right of freedom to protest in the areas administered by that Authority.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/33", "label" : {"_value" : "Biography information for Lord Pickles"} } , "tablingMemberPrinted" : [{"_value" : "Lord Pickles"} ], "uin" : "HL3813"} , {"_about" : "http://data.parliament.uk/resources/1366733", "AnsweringBody" : [{"_value" : "Department for Levelling Up, Housing and Communities"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1366733/answer", "answerText" : {"_value" : "

The Government recognises the crucial role that all agricultural sectors are playing during this time.

As horticulture is part of the agricultural sector, impacts of COVID-19 on the horticulture industry are being overseen by the UK Agricultural Market Monitoring Group, which meets weekly to monitor UK agricultural markets and to provide forewarning of any atypical market movements. During the coronavirus outbreak, this has allowed Defra and the devolved administrations to share the latest stakeholder information and data to ensure we have an evidence base to assess the effects of COVID-19 on the agricultural industry, in specific markets, or geographical regions.

Officials are having regular meetings with the different agricultural sectors to understand the specific issues affecting each sector. It is clear that the coronavirus pandemic is having an impact on horticulture businesses up and down the country and the Government is acutely aware of the challenges facing parts of the industry at this time. We have been working closely with the Horticultural Trades Association (HTA) on reviewing when and how garden centres can reopen safely and as of May 13th 2020, garden centres have been allowed to reopen. This will allow businesses to sell their products directly to the public once again and in doing so bring about the wider benefits to consumers, especially for physical and mental wellbeing, which gardening can bring. There is extensive ongoing engagement being undertaken by the department with representatives from the horticulture supply chain to capture emerging issues and to identify what short-term and long-term support the sector, as a whole, needs.

We will continue to monitor the situation and to work closely with the sector as restrictions are removed and recovery begins.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4161", "label" : {"_value" : "Biography information for Lord Gardiner of Kimble"} } , "answeringMemberPrinted" : {"_value" : "Lord Gardiner of Kimble"} , "dateOfAnswer" : {"_value" : "2020-05-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-05-15T10:32:07.627Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2020-04-30", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Horticulture: Coronavirus"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of whether horticulture is as critical to the national economy as agriculture; and whether they plan to treat horticulture equally to agriculture in their plans for economic recovery.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2109", "label" : {"_value" : "Biography information for The Earl of Sandwich"} } , "tablingMemberPrinted" : [{"_value" : "The Earl of Sandwich"} ], "uin" : "HL3813"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 4, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
