The Government is committed to incentivising greater saving and investment, to help hard working people save for their future goals and build greater financial resilience.<\/p>

<\/p>

The Help to Save scheme was launched in September 2018 and is intended to promote financial resilience among working households on low incomes by supporting them to kickstart a regular, long-term savings habit and build a financial buffer for a rainy day.<\/p>

Individuals can also save up to £20,000 into an Individual Savings Account (ISA) each year, and any savings income received within an ISA is tax free. This, along with the Personal Savings Allowance of up to £1,000 for basic rate taxpayers means that around 85% of people with savings income pay no tax on that income.<\/p>

However, the Government also recognises that people need support to make effective investment decisions. The Government recognises the crucial role that all agricultural sectors are playing during this time.<\/p>

As horticulture is part of the agricultural sector, impacts of COVID-19 on the horticulture industry are being overseen by the UK Agricultural Market Monitoring Group, which meets weekly to monitor UK agricultural markets and to provide forewarning of any atypical market movements. During the coronavirus outbreak, this has allowed Defra and the devolved administrations to share the latest stakeholder information and data to ensure we have an evidence base to assess the effects of COVID-19 on the agricultural industry, in specific markets, or geographical regions.<\/p>

Officials are having regular meetings with the different agricultural sectors to understand the specific issues affecting each sector. It is clear that the coronavirus pandemic is having an impact on horticulture businesses up and down the country and the Government is acutely aware of the challenges facing parts of the industry at this time. We have been working closely with the Horticultural Trades Association (HTA) on reviewing when and how garden centres can reopen safely and as of May 13th<\/sup> 2020, garden centres have been allowed to reopen. This will allow businesses to sell their products directly to the public once again and in doing so bring about the wider benefits to consumers, especially for physical and mental wellbeing, which gardening can bring. There is extensive ongoing engagement being undertaken by the department with representatives from the horticulture supply chain to capture emerging issues and to identify what short-term and long-term support the sector, as a whole, needs.<\/p>

The Department for Communities and Local Government is working closely with the Department of Health on how we improve access to mental health services for rough sleepers, or those at risk of homelessness in England. The Government has committed over £1 billion until 2020 to local authorities to reduce homelessness and rough sleeping and has supported the Homelessness Reduction Act \u2013 due to commence in April 2018. The Act will ensure that people who are in need of assistance get the support they need before becoming homeless.<\/p>

<\/p>

The Government is also supporting 84 projects, some specifically funding mental health interventions, across 205 district and unitary local authorities in England through its £50 million Homelessness Prevention Programme offering tailored support services for people who need it and rapid support for people to make a sustainable recovery from homelessness.<\/p>

<\/p>

The Government has also set an aim to halve rough sleeping by 2022 and eliminate it entirely by 2027. We are setting up a rough sleeping and homelessness taskforce and piloting a Housing First approach to tackle rough sleeping.<\/p>

We expect local authorities, NHS England and clinical commissioning groups to all play a crucial role in achieving this. NHS England has published guidance, People Who Are Homeless: How to register with a doctor (GP)<\/em>, for general practices and patients to ensure that homeless patients are still able to access primary care services. The UK National Screening Committee (UK NSC) requests that all members declare any personal or business interests which the public might reasonably think could influence their judgement as part of the activities undertaken for the UK NSC on the conflict of interest form and declaration.<\/p>
