Pakistan is one of the FCDO's human rights priority countries and protecting Freedom of Religion or Belief is an integral part of our engagement. On 14 October, I (Lord Ahmad) met with Human Rights Minister Mian Riaz Hussain Pirzada, where he specifically raised Freedom of Religion or Belief. I (Lord Ahmad) also conducted a roundtable discussion in Pakistan with human rights stakeholders and civil society leaders on 15 October to discuss freedom of expression and assembly. On 20 October, the High Commissioner met with the Minister of Religious Affairs, Mufti Abdul Shakoor, where he highlighted the UK's commitment to free and open societies, of which the freedom to hold and express views without censorship, intimidation or unnecessary restriction is crucial. The Government has recently held a consultation on the UK\u2019s future exhaustion of intellectual property rights regime. The Intellectual Property Office held constructive discussions with stakeholders across multiple business sectors, including representatives from the creative industries and design sectors. The Government is currently assessing the options and will make a decision in due course.<\/p>

The UK sought an agreement with the EU on reciprocal disclosure for unregistered designs. This would have been beneficial to UK design businesses. However, the EU decided to pass up the opportunity to conclude such mutually beneficial text, which is disappointing. We are committed to deploying carbon capture and storage (CCS) this decade as we work towards Net Zero by 2050 and see an opportunity for the UK to become a global leader in CCS.<\/p>

<\/p>

That\u2019s why we announced a new CCS Infrastructure Fund which will enhance long-term competitiveness of UK\u2019s industrial regions by providing at least £800 million to establish CCS in at least two UK clusters, one by the mid-2020s and another by 2030, contributing to our net zero targets and levelling up the economy.<\/p>

<\/p>

In parallel, we are investing over £40 million between 2016 and 2021 in CCUS innovation, which includes £4.2 million funding for Tata Chemicals to construct a carbon capture and utilisation (CCU) plant. When operational in early 2021 the plant will capture and use approximately 40,000 tonnes of CO2<\/sub> each year to produce sodium bicarbonate and soda ash that can be used in high-end products such as haemodialysis equipment. Through the £24 million BEIS Call for CCUS Innovation, we are funding HyNet, project Acorn, OGCI Climate Investments and Drax/C-Capture to develop their CCUS deployment projects.<\/p>

We are aware of press reports of changes to Israel Defence Forces Rules of Engagement. We are also aware of changes to sentencing policy. Like all countries, Israel has a right to defend its citizens from attack and to hold perpetrators of attacks to account. We nevertheless regularly raise with Israel concerns over the use of force, including lethal force, by Israeli security authorities.
