As National Statistician and Chief Executive of the UK Statistics Authority, I am replying to your Parliamentary Questions asking what plans there are to publish statistics on the number of people who died from COVID-19, as opposed to the number who died from other causes but had a positive COVID-19 test within 28 days of their death (HL258)<\/strong>; and the number of excess deaths recorded in the COVID-19 deaths statistics of people who did not die from COVID-19, but who are listed in the statistics because they had a positive COVID-19 test within 28 days of their death (HL259)<\/strong>.<\/p>

<\/p>

The Office for National Statistics (ONS) is responsible for statistics on deaths registered in England and Wales and publishes a weekly bulletin[1] based on provisional mortality data. Cause of death is defined using the International Classification of Diseases and Related Health Problems, 10th edition (ICD-10). The ICD-10 codes used are: U07.1 (COVID-19, virus identified), U07.2 (COVID-19, virus not identified), U10.9 (Multisystem inflammatory syndrome associated with COVID-19), U09.9 (Post-COVID condition, where the acute COVID had ended before the condition immediately causing death occurred).<\/p>

<\/p>

Mortality statistics are compiled from information supplied when deaths are certified and registered as part of civil registration. The death certificate is completed by a doctor (or coroner), who can certify the involvement of COVID-19 based on symptoms and clinical findings \u2013 a positive test result is not required. Diseases and health conditions are recorded on the death certificate only if the certifying doctor or coroner believed they made some contribution to the death, direct or indirect; the death certificate does not include all health conditions the deceased might have suffered from if they were not considered relevant. Therefore, ONS statistics on deaths involving COVID-19 do not include deaths from causes other than COVID-19 but where the deceased had a positive COVID-19 test result. A death is not counted as involving COVID-19 on the basis of a test result only.<\/p>

ONS data are different from the figures on COVID-19 deaths published on the GOV.UK Coronavirus in the UK<\/em> dashboard[2] which shows \u2018deaths within 28 days of a positive test\u2019. Section 7 of the ONS weekly deaths bulletin[3] compares these numbers. You can read a blog by Professor John Newton of Public Health England[4] which explains the different methods for counting COVID-19 deaths.<\/p>

The Government has no plans to extend professional regulation to psychotherapists or counsellors.<\/p>

Statutory regulation should only be considered where the risks to public and patient protection cannot be addressed in other more proportionate ways (such as through employer oversight or accredited voluntary registration).<\/p>

Any employed health or care practitioner, whether regulated or unregulated, will be subject to employer checks. Depending on the role they perform, in particular if their role brings them in contact with vulnerable people, this may include a Disclosure and Barring Service check in England or Wales or the equivalent check from Disclosure Scotland or Disclosure Northern Ireland.<\/p>

The Professional Standards Authority currently accredits 10 voluntary registers relating to psychotherapy and counselling and covering approximately 50,000 talking therapy professionals.<\/p>

We urge anyone seeking the services of a psychotherapist or counsellor to take the time to find a reputable, insured and appropriately qualified practitioner.<\/p>

These officers support the UN by: providing strategic and operational military advice on the efficiency and the effectiveness of military components in UN Peacekeeping missions; conducting research and contributing to the development of policy; maintaining close links to national Permanent Missions to the UN; and liaising with non-governmental organisations. The Gender Advisor also ensures implementation of Security Council resolutions on Women, Peace and Security (WPS), providing advice on recruitment and force generation, and support to military gender advisors at Field Headquarters. The Food Standards Agency advises that there are no available comparisons of campylobacter levels between chickens imported into the United Kingdom from outside the European Union and chickens produced in the UK. Chicken imported from outside the EU is not assessed for levels of campylobacter as most chicken imported into the UK is frozen. The European Food Standards Authority has indicated that a greater than 90% risk reduction from campylobacter can be obtained by freezing carcases for two to three weeks.<\/p>

Deductions from Universal Credit are made after considering the claimant's individual circumstances and ability to afford the deductions. The maximum that can be deducted for all deductions, including rent arrears, is an amount equivalent to 40 per cent of the claimant's Universal Credit Standard Allowance. The only exceptions to this rule are deductions for normal consumption of utilities and in cases where a sanction or penalty is being applied or a (Universal Credit) advance is being recovered. Where appropriate the rate of deduction can be reduced.<\/p>
