The UK, together with international partners, has implemented extensive sanctions against Russia following its illegal invasion of Ukraine. These include sanctions which have targeted oil, Russia\u2019s greatest source of revenue.<\/p>
<\/p>
Illegal circumvention of those sanctions is unacceptable, which is why the Government is seeking multilateral action through the International Maritime Organization (IMO), such as the recent resolution on ship-to-ship (STS) transfers at sea by the dark fleet, which was co-sponsored by the UK and other G7 nations to tackle the environmental risk. This resolution presents strong recommendations to improve awareness and monitoring of STS transfers in countries\u2019 waters, stronger adherence to international regulations and conventions, and a greater awareness of the fraudulent and deceptive activities by vessels in the \u2018dark fleet\u2019. Through these actions, the Government intends to highlight on the global stage the illegality of Russia\u2019s actions and reduce the pollution risk by outlining the strong response that will be delivered to violations of sanctions.<\/p>
<\/p>
Alongside this, the UK is a state party to the International Oil Pollution Compensation Funds, which provides financial compensation for oil pollution damage that occurs in Member States resulting from spills of oil from tankers and includes situations where the oil tanker does not have valid insurance.<\/p>
<\/p>
The UK has well-established plans/protocols for the response to an oil spill. The Maritime and Coastguard Agency (MCA) is the National Competent Authority for at-sea pollution response. The MCA Counter Pollution and Salvage (CPS), under the direction of HM Coastguard, are custodians of the national pollution response resources which comprise specialist oil containment and recovery equipment and dispersant. These are supported by manned aircraft for spill surveillance, verification and quantification and a suite of aerial dispersant spraying capability. Personnel and resources are in place 24 hours a day, 365 days of the year and provide an incident management and response capability anywhere within the UK\u2019s Exclusive Economic Zone. Regular exercises are undertaken to test national multi-agency spill response procedures.<\/p>
<\/p>
The MCA does not have responsibility for pollution response on the UK shoreline; this is vested in the local authorities and devolved nations. However, the MCA CPS will support pollution response along the UK shoreline using the other nationally held containment and recovery capability held in the stockpiles. Incident management, specialist response teams, and liaison personnel are also available. As with at-sea pollution response, regular engagement with local authorities in response exercises is undertaken. The Government has been clear that it will deliver on its commitments to NI veterans as part of a wider package to address the legacy of the past in Northern Ireland.<\/p>
As set out by the Secretary of State for Northern Ireland last week, the Government\u2019s proposed package focuses on reconciliation, information recovery and ending the cycle of investigations that is not working for anyone.<\/p>
The Government remains clear however, that it will never accept any moral equivalence between those who upheld the law in Northern Ireland and those, on all sides, who sought to destroy it.<\/p>
These proposals will be considered as part of the ongoing intensive talks process with the NI parties, Irish Government and representatives of NI society, further to which we will bring forward legislation.<\/p>

Over the past 12 months, members of the PSVI Team of Experts (ToE) have been deployed 20 times to 10 countries.
Achievements include the training of Malaysian peacekeepers on preventing and responding to conflict-related sexual violence and sexual exploitation and abuse. This work was praised by the Malaysian Peacekeeping Centre and is planned to be repeated in Vietnam. Both countries deploy to peacekeeping missions including Afghanistan and South Sudan. In addition, members of the ToE have supported a joint UN/UK workshop in Bosnia to launch the Principles for Global Action on preventing and addressing stigma associated with conflict-related sexual violence (CRSV). The team of experts have also trained UK armed forces on preventing and responding to CRSV<\/p>
A scoping mission on capacity to document and investigate CRSV in Daesh\u2013held territory has been completed by a member of the ToE with a view to training Iraqi actors on the use of the International Protocol (IP), on the documentation and Investigation of Sexual Violence in Conflict. Members of the ToE have also delivered IP training in the Democratic Republic of the Congo, Central African Republic, Uganda, Rwanda, Colombia and to Syrian human rights activists based in Turkey. A member of the ToE also co-wrote the revised IP released in March this year.<\/p>"}

An expansion to the Syrian Vulnerable Persons' Scheme has been announced. Her Majesty's Government now intends to resettle 20,000 Syrians in need of protection during this Parliament.<\/p>
The Scheme is based on need, prioritising those who cannot be supported effectively in their region of origin: women and children at risk, people in severe need of medical care and survivors of torture and violence. We work closely with the UNHCR to identify cases that they deem to be in need of resettlement and we will continue this work to ensure even greater numbers are identified and provided with refuge in the UK.
