Views on the VAT registration threshold are divided and the case for change has been regularly reviewed over the years.<\/p>

In 2018, the Government consulted on how the design of the VAT registration threshold could better incentivise growth. However, there was no clear option for reform.<\/p>

As set out in the 2019 \u201cHealth is Everyone\u2019s Business\u201d consultation, it is estimated that there are around 2 million employees who earn below the Lower Earnings Limit (LEL) and are therefore ineligible for Statutory Sick Pay (SSP). Of those, approximately 30% are male and 70% are female.<\/p>

SSP reform, including extending SSP eligibility to those earning below the LEL, was part of the \u201cHealth is Everyone\u2019s Business\u201d consultation in 2019. In the response to the consultation published in 2021, Government stated the pandemic was not the right time to introduce changes to the rate of SSP or its eligibility criteria as this would have placed an immediate and direct cost on employers at a time where many were struggling.<\/p>

As we learn to live with Covid-19, the Government is continuing to take a broader look at the role of SSP and is keeping the system under review.<\/p>

The UK is fully committed to upholding the Joint Declaration of 1984 and has consistently highlighted the importance we attach to China abiding by its obligations. Though we have no plans to raise the Joint Declaration in the Security Council, the UK did raise the Sino-British treaty in our national \u2018item 2\u2019 statement at the 42nd session of the UN Human Rights Council in September. Highways England is on schedule to open the M3 Smart Motorway between junctions 2 and 4a on 30 June 2017.<\/p>

Alongside the delivery of this Smart Motorways scheme Highways England have also undertaken additional planned maintenance and renewal of a large amount of existing infrastructure reducing the need for further roadworks. This has included full low noise resurfacing of the carriageways.
