Processed meats are generally high in salt and, on average, meat and meat products contribute approximately 27% of salt intakes. A high intake of salt increases the risk of high blood pressure which, in turn, increases the risk of heart disease or a stroke. Reducing salt in foods by 1 gram per day, for example, could prevent 1,500 premature deaths each year, saving the National Health Service over £140 million.<\/p>

To reduce salt levels in foods, the voluntary salt reduction programme sets targets for different food and drink product categories that contribute to salt intakes, including processed meats such as ham, bacon, and sausages. Businesses across all sectors of the food industry are required to work towards these targets. Separate targets on a meal basis have been set for the out of home sector, which includes processed meats where appropriate.<\/p>

The targets were first set in 2006 and have been revised downwards five times to continually reduce salt content, with the most recent targets published in 2020. Businesses are expected to achieve the latest levels set by the end of 2024.<\/p>

The most recent assessment of industry progress suggests that small reductions in salt content were seen in some meat products between 2017 and 2018. We are taking forward a comprehensive programme of reform to end unfair practices in the leasehold market.<\/p>

Under the current system, too many leaseholders find the process for extending their lease or buying their freehold prohibitively expensive, too complex and lacking transparency. The Government is addressing historic imbalance to ensure fairness for leaseholders, whilst taking account of the legitimate rights of freeholders. We will continue to ensure we meet this objective as we bring forward reforms.<\/p>

In January 2021, the Government announced a package of reforms on enfranchisement valuation. The Government will reform the process of valuation that leaseholders must follow to calculate the cost of extending their lease or buying their freehold. We will abolish marriage value, cap the treatment of ground rents at 0.1% of the freehold value, and prescribe rates for the calculations at market value. The Government will also introduce an online calculator, further simplifying the process and ensuring standardisation and fairness for all. These changes will result in substantial savings for some leaseholders, particularly those with fewer than 80 years left on their lease. Our reforms also make sure that sufficient compensation is paid to landlords to reflect their legitimate property interests.<\/p>

Through\u202fthese reforms, the length of a statutory lease extension will increase to 990 years, from 90 years (for flats) and 50 years (for houses). Leaseholders will be able to extend their lease with zero ground rent on payment of a premium.<\/p>

The Chancellor has commissioned a review of the off-payroll working rules reform (IR35). As set out at Budget 2018, the reform is due to be extended to all sectors from April 2020. The review was announced on 7 January and will focus on the implementation of the reform, including gathering evidence on the experiences of individuals and businesses. Defra\u2019s former Chief Scientific Adviser Ian Boyd left Defra at the end of August and on 1 October 2019 Gideon Henderson was appointed. The Department recognises the extremely valuable work of civil society in supporting local communities. As the All-Party Parliamentary Group (APPG) Inquiry noted, the reasons why people use food banks can be complex and overlapping.
