No one should suffer unfair treatment because of their gender. Every year International Men's Day offers an opportunity to highlight how outcomes for men and boys can be improved and to talk about some of the important work going on every day across Government to do this.<\/p>
The work ranges from the introduction of shared parental leave, which allows men to take time away from the workplace and bond with their new children, benefiting that crucial long-term relationship for both parent and child, to our programme tackling LGBT bullying in schools which seeks to protect those who may be victimised by outdated and stereotypical ideas of what it means to be a 'real man'. Government is also working with local authorities to ensure their suicide prevention plans support more men.<\/p>
Throughout the month of November, Defence is encouraging all personnel to take part in Movember to remind and support each other on important issues surrounding men's physical and mental health.<\/p>"}

Each Department is responsible for defending actions brought against them and makes their own arrangements for doing so. There is no central record of all court cases brought against the Government and therefore it is not possible to identify either the total number of cases or the cost of them.<\/p>
However, most central government bodies instruct the Government Legal Department to conduct their litigation. Since the 2010-11 financial year the Government Legal Department has been instructed by government bodies in almost 200,000 cases costing about £570 million (including VAT).<\/p>"}

The UK\u2019s approach to international air transport focuses on the removal of barriers to market entry and doing business. For example, we seek:-<\/p>

- liberal Air Services Agreements (ASAs) which deliver a wide array of traffic rights, international connectivity and commercial flexibility, and,<\/li><\/ul><\/p>
<\/p>
- to remove, or at least minimise, other barriers such as unfair competition, ownership and control restrictions and unnecessary administrative and regulatory burdens.<\/li><\/ul><\/p>

<\/p>
<\/p>
<\/p>
We believe that the liberalisation of international air transport improves connectivity to/from the UK, facilitating business-to-business and people-to-people links that benefit our wider economy, helping to generate jobs and growth. Such liberalisation also maximises business opportunities for UK airlines and airports and competition for the supply of goods and services - delivering cost, choice and <\/em>quality benefits for UK businesses and consumers.<\/p> <\/p>
In addition to negotiating bilateral ASAs, my officials are also engaged in multilateral negotiations relating to market access. For example, officials have participated recently in initial, exploratory, dialogues between:-<\/p>

- the European Union and the Association of South East Asian Nations, and,<\/li><\/ul><\/p>
<\/p>
- the EU and the Gulf Cooperation Council.<\/li><\/ul><\/p>

These dialogues are considering the potential for closer cooperation in the field of international air transport. In both cases, the dialogue is at an early stage, focussing on building mutual understanding, and no firm conclusions about the way forward have been drawn to date.<\/p>

My officials are also engaged in the work of ICAO\u2019s Air Transport Regulation Panel which, amongst other things, is tasked to develop a multilateral agreement to help facilitate the liberalisation of international air transport. This work is ongoing and, to date, a draft of such an agreement has not been finalised.<\/p>
