      ], "answer" : {"_about" : "http://data.parliament.uk/resources/1716551/answer", "answerText" : {"_value" : "<p>The Commission does not control or regulate All-Party Parliamentary Groups (APPGs).<\/p><p>The Committee on Standards put forward recommendations which were approved by the House on 19 July 2023. These included the following provisions which are now contained within the APPG rules:<\/p><p>a) groups are not permitted to have a secretariat either provided or funded by a foreign government.<\/p><p>b) a group\u2019s officers must undertake due diligence as to whether a foreign government is the eventual funder of a secretariat or other benefit. If a group receives a benefit (other than a secretariat) from a foreign government, this is permissible but must be registered.<\/p><p>c) for groups receiving over £1500 in benefits in a calendar year, the group shall publish an annual report explaining its work and a due diligence statement in relation to foreign government funding.<\/p><p>As the Committee recommended, the Parliamentary Security Department and the Office of the Parliamentary Commissioner for Standards on 20 September 2023 issued guidance on due diligence. That guidance was emailed to all APPG Chairs and is available here: <a href=\"https://www.parliament.uk/about/mps-and-lords/members/apg/rules-on-appgs/\" target=\"_blank\">Guide to the rules on All-Party Parliamentary Groups - UK Parliament<\/a><\/p><p>There is no ban on the receipt of benefits from foreign governments, but such benefits must be registered.<\/p>"}

This includes fully funded courses in English and maths, for adults aged 19 years and above who need to improve their literacy and numeracy, and fully funded first full level 2 or level 3, or both, for learners aged 19 to 23 years.<\/p><p>From the 2019/20 academic year, approximately 50% of the AEB has been devolved to six mayoral combined authorities (MCAs) and the Mayor of London, acting where appropriate through the Greater London Authority (GLA). These authorities are now responsible for the provision of AEB-funded adult education for their residents and allocation of the AEB to providers. The Education and Skills Funding Agency will continue to be responsible for the remaining AEB in non-devolved areas, including Blackpool.<\/p>"}
