Under the Enterprise Act 2002, the Secretary of State for Culture, Media and Sport has jurisdiction to intervene in a transaction involving a media company if they have reasonable grounds for suspecting that the transaction is or may amount to a \u2018relevant merger situation\u2019. A relevant merger situation is where two or more entities cease to be distinct, and at least one of the statutory thresholds around turnover and/or market share is met.<\/p>

Where jurisdiction is established, the Secretary of State for Culture, Media and Sport has discretion to intervene if they believe that it is or may be the case that one or more public interest considerations outlined under Section 58 of the Enterprise Act 2002 is relevant.<\/p>

For transactions involving newspapers, these public interest considerations are: the need for accurate presentation of news; the need for free expression of opinion; and the need, in relation to every different audience in the United Kingdom or in a particular area or locality of the United Kingdom, for there to be a sufficient plurality of persons with control of the media enterprises serving that audience.<\/p>

Sanctions are having an impact on Russia, exacerbating negative trends in its economy following the oil price collapse of 2014 and rooted in deep seated structural weakness. Financial sector sanctions continue to make it expensive and hard for designated Russian entities to access western finance and have a general chilling effect on foreign investment in Russia. Sanctions were not designed to impose a particular, specific, degree of pain on Russia\u2019s economy or on the Russian people. They were designed to deliver a cost for Russia\u2019s adventurism in Ukraine. Maintaining focus on existing Russia/Ukraine sanctions is more important than ever to continue to pressure Russia to change its Ukraine policy.<\/p>

Russia has also been affected by the EU Chemical Weapons sanctions regime. The list of third party professionals for the non-consensual conception exception is published on gov.uk and the legislation enables these professionals in Scotland to provide evidence.<\/p>

Approved third party professionals are those who in the course of their duties already deal with people in difficult circumstances, and are people with whom we believe it would be beneficial for the claimant to engage in order to obtain further guidance and support.<\/p>

No new legal duties are placed on the third party professionals. They will not be asked to form a judgement as to whether or not the conception was non-consensual. The third party professionals are confirming only that the claimant\u2019s circumstances are consistent with those of a person who has conceived a child in such a way.
