Local planning authorities are able to collect developer contributions through the Community Infrastructure Levy and section 106 planning obligations. The levy is a set charge on most new development to help address the cumulative impact of development by funding infrastructure provision anywhere across the authority's area.

Different charges can be set for different types of development, based on viability evidence. In Bristol for example, the levy charge for student accommodation is currently £148 per square metre citywide, while the charge for other residential development in Bristol is either £103 or £74 per square metre, depending on location. Local planning authorities can also seek a bespoke section 106 planning obligation, where appropriate, to mitigate the impact of a specific development.

An Infrastructure Funding Statement, detailing an authority's request, receipt and use of developer contributions, is required to be published annually.

We are exploring replacing the existing system of developer contributions with a new Infrastructure Levy, which would also be chargeable on this type of development.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4075", "label" : {"_value" : "Biography information for Christopher Pincher"} } , "answeringMemberConstituency" : {"_value" : "Tamworth"} , "answeringMemberPrinted" : {"_value" : "Christopher Pincher"} , "dateOfAnswer" : {"_value" : "2022-01-25", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-01-25T17:48:49.287Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "211"} , "answeringDeptShortName" : {"_value" : "Levelling Up, Housing and Communities"} , "answeringDeptSortName" : {"_value" : "Levelling Up, Housing and Communities"} , "date" : {"_value" : "2022-01-17", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Students: Housing"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Levelling Up, Housing and Communities, if the Government will make an assessment of the potential merits of bringing forward legislative proposals for additional means by which student accommodation providers can contribute to local authority finances.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4433", "label" : {"_value" : "Biography information for Thangam Debbonaire"} } , "tablingMemberConstituency" : {"_value" : "Bristol West"} , "tablingMemberPrinted" : [{"_value" : "Thangam Debbonaire"} ], "uin" : "105591"} , {"_about" : "http://data.parliament.uk/resources/1244492", "AnsweringBody" : [{"_value" : "Cabinet Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1244492/answer", "answerText" : {"_value" : "

The Common Travel Area (CTA) is an arrangement between the UK, the Isle of Man, Guernsey and Jersey, and Ireland. It is underpinned by domestic law in each jurisdiction.

The UK Government and Irish Government have indicated their commitment to maintaining the CTA, and to taking all necessary measures to ensure that its associated rights and privileges are protected. Both Governments confirmed that position on 8 May 2019, when they signed a Common Travel Area Memorandum of Understanding, setting out that commitment. The text is available on GOV.UK. The UK Government and Irish Government continue to work together to implement the CTA through bilateral agreements and legislation where required.

This Government has set out its vision to meet R&D investment of 2.4% of GDP within ten years and 3% in the longer-term. R&D funding from the EU contributes to overall R&D expenditure in the UK and we would welcome an agreement to continue to collaborate with our European partners on major science, research, and technology initiatives.

While we remain a member of the EU, UK businesses and universities should continue to bid for competitive EU funds, and we will work with the Commission to ensure payment when funds are awarded. The Government will underwrite the payment of such awards, even when specific projects continue beyond the UK’s departure from the EU. This includes awards that are bid for before exit that are successful after exit.

Going forward, our ambition for R&D investment will be an important part of our Industrial Strategy and will require a concerted cross-government approach. We have already increased R&D investment by £4.7 billion over the period 2017-18 to 2020-21. This equates to an extra £2 billion per year by 2020-21 and is an increase of around 20% to total government R&D spending, more than any increase in any parliament since 1979.
