As of the end of April, we estimate that at least 283,300 unemployed Universal Credit claimants have moved into work during the Way to Work Campaign between 31 January and the end of April 2022. The Driver and Vehicle Standards Agency (DVSA) has put in place a number of measures to increase practical driving tests. These include offering overtime and annual leave buy back to examiners, asking all those qualified to conduct tests, but who do not do so as part of their current day job, to return to conducting tests, and conducting out of hours testing (such as on public holidays). The DVSA has also started a recruitment campaign to increase the number of examiners. The aim is to increase testing capacity and reduce the backlog as quickly as possible, whilst maintaining a COVID-secure service for customers and examiners.<\/p>

As at 10 May 2021, the average waiting time for a practical driving test is (a) England 13.4 weeks, (b) Herefordshire (Hereford driving test centre) 15 weeks, (c) North Herefordshire (Ludlow driving test centre) 14 weeks.<\/p>

The DVSA is currently recruiting up to 300 new driving examiners. If this number of driving examiners are recruited, the number of practical driving tests will increase by up to 40,000 each month.<\/p>

However, the Committee on the Medical Aspects of Food and Nutrition Policy concluded in 1995 that greater adiposity, particularly central adiposity, and weight gain during adulthood, increase the risk of post-menopausal breast cancer. The Government recognises that innovation into biodegradable and compostable packaging could help reduce the environmental impacts of packaging if it is disposed of in the right way. However, currently this is often not the case. If biodegradable packaging is put in the domestic waste bin, for example, it is likely to end up in landfill and can break down to release powerful greenhouse gases, such as methane. If biodegradable plastic is mistakenly recycled with other plastics, it has the potential to damage the quality of the new products made from the recycled plastic.<\/p>

<\/p>

As a consequence of these concerns, the Government published a call for evidence in July 2019 to help consider the development of standards or certification criteria for all bio-based, biodegradable, and compostable plastics to better understand their effects on the environment and our current waste system. As we develop our proposals to reform the packaging producer responsibility system we will consider the role of composting, informed by the outputs of this work.<\/p>

<\/p>

Building on commitments in the Resources and Waste Strategy we launched a consultation earlier this year on reforming the packaging producer responsibility system, which proposed a mandatory UK-wide labelling system that provides clear information to help people to recycle. Defra officials are exploring how a mandatory labelling scheme can address consumer confusion about what to do with compostable packaging. We will take primary powers in the Environment Bill to enable us to implement a mandatory labelling scheme.
