Local authorities (LAs) have a statutory duty to take the steps that they decide are appropriate to improve the physical and mental health of the people in their areas. It is for individual LAs to identify and address the particular needs of their population. Many of the services they arrange have the potential to benefit mental health and wellbeing, including drug and alcohol misuse treatment. LAs will receive £16 billion over the current five-year spending review period to fund their health improvement activity.<\/p>

Local authorities also have statutory responsibilities to do with the Mental Health Act. The Care Quality Commission monitors the operation of the Act, and reports to Parliament each year on its findings. The Government recognises that appropriate and timely sharing of data is essential to improving care, treatment and support for service users. We are committed to ensuring the health and social care system in England realises the benefits of sharing data in a safe, secure and legal way.<\/p>

My Rt. hon. Friend the Secretary of State for Health is committed to ensuring that patients with mental health conditions can receive treatment as close as possible to where they live. Inappropriate out of area placements are unacceptable and the Government has set a target to eliminate these in non-specialist, acute mental health care by 2020/21.<\/p>

To support the delivery of this ambition, in October 2016 the Government put in place the first data collection to secure much-needed national transparency on the number of patients that are sent out of their local area for acute inpatient treatment.<\/p>

NHS England is using this new data to support local health systems to develop and deliver trajectories to eliminate inappropriate out of area placements.<\/p>

<\/p>

More than £400 million has been made available for investment in mental health crisis resolution home treatment teams over the next four years, enabling them to provide 24/7 crisis response and intensive home treatment as a genuine alternative to admission where appropriate.<\/p>

The primary responsibility for unaccompanied children in France lies with the French authorities. It is vital that children claim asylum in France rather than risking their lives by attempting to enter the UK illegally. That is the fastest route to safety.<\/p>

The Dublin III Regulation is the mechanism which determines the Member State responsible for the consideration of an asylum claim. In order for an application to be transferred from France to the UK, an asylum seeker must first claim asylum in France, and the French authorities can request to have the claim transferred to the UK. We continue to work closely with France, other EU Member States and partners to ensure the timely and efficient operation of the Dublin III Regulation.<\/p>

We are fully committed to delivering our commitment to transfer the specified number of 480 children under section 67 of the Immigration Act 2016 (the \u2018Dubs Amendment\u2019) and are working very closely with Member States, as well as the UN High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM) and NGO partners to identify and transfer children to the UK in line with each individual Member State\u2019s national laws. We have a strong track record on protecting our environment. We have improved more than 5,300 miles of rivers since 2010. The water environment is in the healthiest state for 25 years with otters, salmon, sea trout and other wildlife having returned to many rivers for the first time since the industrial revolution. Producing aOur 25-year Environment Plan is a manifesto commitment and it will sets out how we will improve our environment as we leave the European Union.<\/p>

Secondary legislation has already transposed EU Directives covering our water environment into domestic law. and tThe European Union (Withdrawal) Bill will ensure that, wherever possible, this same legislation will apply the day after exit as it did before. The Bill will also convert European Union law into UK law as it applies in the UK at the moment of exit.<\/p>

<\/p>

The Government is still making a detailed assessment of what corrections will be required to make that law function appropriately on the day we leave. As water quality is a devolved policy area, Ministers in the devolved administrations will exercise their corresponding powers to deal with deficiencies arising from withdrawal.<\/p>

The UK has a legal framework for enforcing environmental protections and this will remain after we leave the European Union. Pollution caused by sewage is mainly addressed through the implementation of the Urban Waste Water Treatment Regulations which set standards for the collection and treatment of sewage. Since privatisation, around £25 billion has been invested to reduce pollution from sewage, covering improvements in sewage treatment and reducing sewer overflows. In England, between 2015 and 2020, water companies are investing over £3 billion to improve their sewerage infrastructure, guided by the requirements of the Environment Agency.<\/p>

The Government\u2019s strategic policy statement to Ofwat, the economic regulator, makes it clear that we expect it to challenge water and sewerage companies to improve planning and investment to meet the wastewater needs of current and future customers and to protect the environment. Ofwat\u2019s draft methodology for the 2019 price review encourages companies to discuss with customers and to bring forward well developed, long-term wastewater plans to support their business plans and steer investment.<\/p>
