Local authorities must provide information on personal budgets as part of their local offer. This should include a policy on personal budgets that sets out a description of the services across education, health and social care that currently lend themselves to the use of personal budgets, how that funding will be made available, and clear and simple statements of eligibility criteria and the decision-making processes. Personal budgets are optional for the child\u2019s parent or the young person, but local authorities are under a duty to prepare a budget when requested. Local authorities must provide information about organisations that may be able to provide advice and assistance to help parents and young people to make informed decisions about personal budgets.<\/p>

The safety and welfare of young people held in custody is our highest priority. Restraint should only be used as a last resort, where there is a risk of harm to self or others, and no other form of intervention is possible or appropriate.<\/p>

<\/p>

Minimising and Managing Physical Restraint (MMPR) has been specifically developed for use by staff working with children and young people in custody. It has been designed so that physical restraint is avoided as far as possible by recognising young people\u2019s behaviour, and by using a range of de-escalation, diversion and behaviour management techniques to help them deal with it effectively and appropriately.<\/p>

<\/p>

MMPR has been implemented, on a roll-out basis since September 2012, in all Secure Training Centres (STCs) and Young Offender Institutions (YOIs). There are no plans to roll this out to Secure Children\u2019s Homes (SCHs), who each have their own restraint procedures.<\/p>

<\/p>

The three tables below provide data, by establishment type, relating to any injury sustained as a result of a Restrictive Physical Intervention (RPI) for each establishment. RPI is defined as \u201cAny occasion when force is used with the intention of overpowering or to overpower a young person\u201d. Overpower is defined as \u201crestricting movement or mobility.<\/p>
