The Pension Protection Fund (PPF) is a scheme, set up by the Labour government and continued by all successive governments, that pays compensation to members of eligible Defined Benefit pension schemes, whose sponsoring employer has become insolvent and where there are insufficient funds in the scheme to secure benefits at or above the level of PPF compensation. It was never intended to replicate in full the pension rights of schemes that, as a result of their employer\u2019s insolvency, do not have sufficient assets to secure the pension benefits initially promised to their members. The usage of the PPF, when the Bernard Matthews Pension Fund transferred to the PPF did not result in any capping of members benefits.<\/p>"}

The Government is committed to conducting a fundamental review of business rates and will announce details in due course. The Government will also increase the business rates retail discount from one-third to 50% in 2020/21 and extend eligibility to independent cinemas and grassroots music venues for the first time.<\/p>
This is on top of repeated action taken by the Government to reduce the burden of rates by £13bn over the next five years. This includes doubling the threshold for Small Business Rate Relief, meaning 675,000 of the smallest businesses pay no business rates at all, and switching from RPI to the lower rate of CPI indexation which is worth over £6bn in savings to businesses.<\/p>"}

We are aware of the recent research, which found that on average, less positive patient experiences were associated with commercial providers of out-of-hours general practitioner (GP) care in England, but that the best commercial providers scored higher than many of the National Health Service and not-for-profit providers. The research suggests that further work is required to understand the reasons for this.<\/p>

We know that there are variations and examples of good practice among all providers; recent inspections of out-of-hours GP services conducted by the Care Quality Commission found many examples of good practice, but also highlighted areas for improvement.<\/p>

All out-of-hours providers must meet national quality requirements that include sharing details of the patient\u2019s medical history and care plan and ensuring that the patient is treated by the clinician best equipped to meet their needs.<\/p>

NHS England must support clinical commissioning groups to meet the national quality standards and act appropriately to any concerns arising. GP practices that do not provide out of hours services to their own patients are required to monitor the quality of the out of hours services that are offered or provided to its registered patients having regard to the national quality standards and record, and act appropriately in relation to, any concerns arising.<\/p>
