As I said in the answer to 187366, our vision of residential women’s centres is new we are not aware of any past or existing provision which fully accords with it. We therefore did not fund any places in residential women’s centres in 2016.

The Government is looking to develop a residential women’s centre pilot in at least five sites across England and Wales as part of its commitments within the female offender strategy. The aim of the pilot will be to develop a robust evidence base about what could be effective, sustainable and scalable models for improving outcomes for female offenders and reducing the numbers and frequency of women entering and re-entering custody on short custodial sentences. We will take a consultative approach for designing and delivering the pilot models, engaging with potential providers, partners, and investors, both nationally and locally. We want to ensure that the models we take forward are sustainable, credible and appropriate for the local context of each site.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4362", "label" : {"_value" : "Biography information for Edward Argar"} } , "answeringMemberConstituency" : {"_value" : "Charnwood"} , "answeringMemberPrinted" : {"_value" : "Edward Argar"} , "dateOfAnswer" : {"_value" : "2018-11-23", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-23T14:50:12.527Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2018-11-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Offenders: Females"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, pursuant to the Answer of 12 November 2018 to Question 187366, how many places in residential women's centres were funded by the Government in 2016.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4493", "label" : {"_value" : "Biography information for Richard Burgon"} } , "tablingMemberConstituency" : {"_value" : "Leeds East"} , "tablingMemberPrinted" : [{"_value" : "Richard Burgon"} ], "uin" : "193548"} , {"_about" : "http://data.parliament.uk/resources/1010653", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1010653/answer", "answerText" : {"_value" : "

MoJ funding for youth offending services is delivered through the Youth Justice Board Good Practice Grant. The changes in funding in real terms were as follows:

  • In the year beginning 2010: 165 million

  • In the year beginning 2011: 133 million

  • In the year beginning 2012: 118 million

  • In the year beginning 2013: 99 million

  • In the year beginning 2014: 98 million

  • In the year beginning 2015: 80 million

  • In the year beginning 2016: 74 million

  • In the year beginning 2017: 73 million

  • In the year beginning 2018: 72 million

These reductions were made in the context of wider savings made across the department. The MoJ is committed to ensuring there is sufficient funding for Youth Offending Teams whilst also ensuring public money is managed appropriately.

The total number of offenders sentenced to immediate custody from January to June 2018 for (a) less than 1 month, (b) 1 month to less than 3 months and (c) 3 months to 6 months, broken down by Home Office offence code, can be viewed in Table 1.

Table 2 and Table 3 break this information down by men and women respectively.

Sentencing is a matter for our independent courts, who take into account all circumstances of the case, including any aggravating and mitigating factors.

Whilst there is persuasive evidence that short custodial sentences do not help some offenders turn their backs on crime, protecting the public will always be our top priority. Under this government, the most serious offenders are more likely to go to prison, and for longer, helping protect the public and keep communities safe.
