Section 1A of the Zoo Licensing Act 1981 currently sets the conservation, research and education requirements that licensed zoos in Great Britain must meet. The Government is proposing, via the Animal Welfare (Kept Animals) Bill currently before Parliament, to allow these standards instead to be set in the Secretary of State\u2019s Standards of Modern Zoo Practice (\u2018the Zoo Standards\u2019). This will mean that they may be updated more easily in future. The Zoo Standards are in the process of being updated by Defra, in consultation with the UK\u2019s Zoos Expert Committee, and will include new conservation, research and education standards in preparation for the new legislation. On 3 August we announced the Zoo Animals Fund. This fund is an envelope of up to £100 million for England\u2019s zoos and aquariums and builds upon the previous Zoos Support Fund which operated until the end of July. The current Zoo Animals Fund already provides financial support to all zoos facing financial difficulties. The eligibility criteria for the current fund were extended beyond those of the initial fund. In particular, grant payments to zoos now begin when zoos reach their final 12 weeks of financial reserves, rather than 6 weeks. Zoos can now also apply for funding at any time before reaching this 12 week point to help with their business planning. This fund is there to help all zoos who due to a coronavirus-related drop in income are experiencing financial difficulties and therefore need support in caring for their animals. If zoos are downsizing or rehoming their collection the fund can also provide support for this to ensure the animals\u2019 welfare. Due to the Coronavirus State Aid Temporary Framework any support from this fund has to be committed by 31 December 2020, and the deadline for applications is 16th November. The Zoo Licensing Act 1981, which sets out comprehensive licensing and inspection requirements for zoos, implements the EC Zoos Directive in Great Britain. Responsibility for administering these requirements rests with local authorities, which have powers to check compliance with zoo licences, to impose conditions and to take action. Ultimately this could mean closing part, or all, of a zoo if the requirements of the legislation are not met. This in turn ensures our compliance with the Directive.<\/p>

In response to concerns about how local authorities were carrying out this role, Defra commissioned research into local authority implementation of the Act. The 2011 report, which looked at the period 2008-2010, found no serious problems and indeed there was evidence of significant improvements in a number of areas during this time.<\/p>

The report made suggestions for further improvements, such as updating guidance and zoo inspection report forms. These, together with the majority of the suggestions, have been actioned and we continue to work to make further improvements.<\/p>
