Arts Council England, as national development agency for creativity and culture, engages with a range of organisations on a broad range of artforms, including in the theatre and literature sectors.<\/p>

Officials at the Department for Culture, Media and Sport have, in the last 12 months, attended roundtable meetings convened by Arts Council England where author organisations have been in attendance.<\/p>

Additionally, Lord Parkinson of Whitley Bay, Minister for Arts and Heritage, delivered a speech for the Northern Writers\u2019 Awards on Tuesday 22 June, an event supported by the organisation New Writing North. Lord Parkinson also attended and provided a speech at the London Book Fair on 18 April. A thriving UK publishing industry is crucial to support the development of professional writers. We know that the Covid-19 pandemic presents a significant challenge to the publishing industry. The Government\u2019s response has been one of the most generous and comprehensive in the world, including the Coronavirus Job Retention Scheme, the Self-Employed Income Support Scheme and the Bounceback Loan Scheme and business rates reliefs. The publishing sector has also benefited from the government's introduction of a zero rate of VAT to e-publications, which will make it clear e-publications are entitled to the same VAT treatment as their physical counterparts.<\/p>

<\/p>

In terms of direct support for authors, Arts Council England\u2019s (ACE) \u2018time-to-write\u2019 grants are a vital source of funding that allow authors to dedicate time to the completion of manuscripts. Authors also receive support via ACE's Developing Your Creative Practice Fund, which was designed with the expectation that writers would be among the beneficiaries.<\/p>

In addition, over the course of the pandemic, ACE contributed £400,000 to the Society of Authors\u2019 \u2018Authors Emergency Fund\u2019, in order to ensure that authors whose income had been decimated by the pandemic were able to remain active in their discipline.<\/p>

<\/p>

The Government also maintains a strong legal framework to protect the rights and interests of writers, including through copyright and the Public Lending Right.<\/p>

A number of EU Member States operate their own public lending rights schemes which enable payments to be made to eligible rights holders for the lending of their work.
