When a member of the Armed Forces reaches their retirement age they receive one of the most generous pensions available in the UK. This fairly reflects the unique sacrifice they have provided their country throughout their career. Armed Forces pensions are claimed and paid in the same way no matter where a veteran chooses to live and uprated in-line with the consumer price index (CPI). The CPI rate used is the CPI headline rate for the September prior to the April adjustment the following year as announced by the Treasury. This is in line with the statutory requirement set out in the Pensions Increase Act 1971 and Social Security Pensions Act 1975.<\/p>

State Pensions are the responsibility of the Department for Work and Pensions.<\/p>

<\/p>

The UK State Pension is payable worldwide to those who meet the qualifying conditions. It is up-rated where there is a legal requirement to do so, for example, where recipients are living in countries where there is a reciprocal agreement that provides for up-rating. The Government has no plans to change the policy on up-rating UK State Pensions overseas; the policy is longstanding and has been supported by successive Governments for over 70 years.<\/p>

<\/p>

The Government understands that people move abroad for many reasons and that this can have an impact on their finances; up-ratings are based on levels of earnings growth and price inflation in the UK which have no direct relevance where the pensioner is resident overseas. The decision to move abroad remains a personal choice and advice has been provided to the public for many years that the UK State Pension is not up-rated overseas except where there is a legal requirement. However, in recognition of the unique nature and commitment of service life, military occupational pensions, Armed Forces Independence Payments, Guaranteed Income Payments and War Pension Scheme payments are paid and uprated every year, including for our veterans anywhere in the world, regardless of whether there is a reciprocal arrangement for the State Pension.<\/p>

<\/p>

In addition, any veteran who has received a gratuity payment due to disablement resulting from service or is in receipt of a disablement pension under the War Pension Scheme can have the costs of treatment met where there is no free healthcare for that condition available in the country they reside.<\/p>

It is longstanding Government policy that the UK State Pension is not uprated annually for those not resident in the UK, unless the pensioner resides in a country where there is a legal requirement to uprate, such as when a reciprocal social security agreement is in place.<\/p>

This is a matter for the Department for Work and Pensions (DWP), who are also responsible for social security agreements with other countries, and it would not be appropriate for the Ministry of Defence (MOD) to seek to interfere or intervene in a non-Defence matter. This is not a veteran-specific issue, with veterans living overseas in the same position as non-veterans, and, therefore, this does not represent a disadvantage under the Armed Forces Covenant to such veterans on account of their Service. As such, no discussions have taken place between the MOD and DWP concerning this matter.<\/p>

The Veterans UK website has been recently updated to make it easier and clearer for claimants to seek the help and assistance they require. Welfare Managers continue to provide advice, information and support to their respective client groups, in response to contact and referrals, utilising telephone calls, emails and Skype. Face-to-face visits are organised only where it is absolutely necessary to do so. Welfare Managers are proactively keeping in touch with known vulnerable veterans to offer support and reassurance and are working closely with local and national business partners in the 3rd sector and statutory providers of services, to ensure those in need of additional support are linked into services that they may require.<\/p>

Where terminally ill veterans or those suffering particular hardship are identified, Veterans UK has in place a small team which is able to safely access the office to take action on urgent cases where the case evidence needed to do so is available.<\/p>

In addition, the Veterans' Gateway, a 24-hour point of contact for veterans' support, launched a new app enabling any ex-Service personnel in need of support to get help using a smartphone or tablet. The new app, funded by the Ministry of Defence and the Armed Forces Covenant Trust Fund, helps veterans find organisations within their local area to help with issues such as finances, housing, employment, relationship, physical and mental health. The Ministry of Defence (MOD) has a good working relationship with the Department for Work and Pensions (DWP), ensuring there is effective and efficient interaction between benefits; there is no evidence that veterans are disadvantaged by current arrangements. The MOD took over administration of the War Pension Scheme (WPS) from DWP in 2000; it is currently delivered by Veterans UK (part of Defence Business Services). The Armed Forces Compensation Scheme (AFCS) provides recompense for Service-related injuries sustained since 2005; in 2013 this introduced the Armed Forces Independence Payment (AFIP) in conjunction with the DWP. It simplifies financial support for seriously injured Service Personnel, providing payments equivalent to DWP\u2019s Personal Independence Payment (PIP). Those entitled to a Guaranteed Income Payment of 50 per cent or higher through the AFCS are eligible for AFIP but cannot simultaneously receive PIP. Those receiving payments from WPS or the AFCS face no reduction to their Universal Credit.<\/p>

I understand and sympathise with the veterans affected. However, the issue of pre-1975 pensions is common to all contemporary public service schemes. Given the likely number of former employees, the financial impact of resolving legacy pension issues is expected to be very significant.
